Context
The question of generating evidence for documentation and advocacy occupies a special place for UNICEF. The Program Implementation and Monitoring Manager will provide professional technical, operational and administrative assistance throughout the programming process of implementing operational models and activities of the child survival and development section, particularly in this regard. which concerns the design of databases, monitoring of implementation as well as progress recorded. It will also support implementing partners during the processes of data analysis and identification of bottlenecks that limit the performance of health programs/projects, including immunization within the survival and development section of the child. It will provide assistance with research and zero-dose childhood vaccination. In doing so, the incumbent implements a variety of technical and administrative tasks to facilitate the implementation of programs, monitoring their progress, evaluation and reporting of results.
Task description
Under the direct supervision of the Head of the CSD Section, the UN Volunteer will carry out the following tasks: • Support the country in the deployment of the quality of care improvement model • Support the process of mapping and research of children zero doses • Establish databases for programmatic monitoring of the performance of health districts and key program indicators under its responsibility • Provide technical support for the identification of bottlenecks linked to the areas listed above in targeted health districts. • Support the districts under its responsibility in the process of analyzing data, identifying bottlenecks and formulating corrective actions • Support the evaluation of progress towards achieving planned objectives In addition to the above , UN Volunteers are expected to: • Strengthen their knowledge and understanding of the concept of volunteering by reading the documentation made available by the UNV programme, external publications and take an active part in the activities of the UNV programme, for example getting involved in commemorative activities for International Volunteer Day (IVD), December 5. • Become familiar with and develop any form of traditional and/or local volunteering in the host country. • Reflect the type and nature of voluntary actions they undertake, including their participation in substantive reflections. • Contribute to the writing of articles on field experiences to be submitted for the UNV program publication/website, newsletter and press notes, etc. • Contribute to the Welcoming Program for United Nations Volunteers newly arrived in the country of assignment; • Promote or advise local groups in the use of online volunteers or encourage individuals and organizations to use online volunteer services where technically possible. Expected results: The main results below are expected during the mission: • The teams from the different health districts under the responsibility are oriented and implement the model for improving the quality of care for mothers and children: To this end, support is given to these districts to make available the various reports and monitoring of progress • A map of zero doses is available, specifying where the unvaccinated children are located.

Living conditions and remarks
The Republic of Congo is a lower-middle-income country located in the Central African sub-region. The country shares its borders with Gabon to the southwest, Cameroon and the Central African Republic to the north and northeast, the Democratic Republic of Congo to the east, Angola and the Atlantic Ocean to the south. Since 2014, the Republic of Congo has experienced an economic slowdown which is affecting economic growth (-5% in 2017). Due to the persistent decline in oil prices, this situation led to the decline in gross domestic product per capita from $3,196 in 2013 to $1,658 in 2017. Nevertheless, the country is generally stable and secure in main urban and rural areas. Frequent disruptions are recorded in the electricity supply, particularly in Brazzaville (political capital) and Pointe-Noire (economic capital). The cost of living is relatively affordable, but there are some concerns about the cost of decent housing. The population likes to dress stylishly and enjoy both secular and religious music. According to United Nations security standards, life and travel in Brazzaville and other major regions are safe. The Republic of Congo is a unique country. It provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. It is therefore essential to be flexible and have the ability and willingness to live and work in difficult and potentially dangerous conditions, involving physical difficulties and little comfort.
