Team Leader – Child Protection

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Team Leader—Child Protection. We’re looking for a person with a sound understanding of Protection in humanitarian contexts, who is invested in working with children and can be reliable, energetic and creative as we set up a deliver Child Protection programming for flood affected children, caregivers and their communities in the Green Mountain area.

About the job

The Danish Refugee Council is a leading Protection INGO internationally and within Libya. We have a longstanding presence in the East of Libya implementing Mine Action and have set up multisectorial programming allowing a comprehensive Protection response from Benghazi in 2023. DRC’s emphasis in on conflict and flood affected communities and those hosting them worldwide. In the aftermath of the floods in East Libya, we’re looking for a Protection Team Leader—Child Protection to be the fulcrum of implementation of a Child Protection in Emergencies project. It is imperative that the implementations follows humanitarian principles and is continuous with DRC’s Protection Strategy and ongoing context analysis for Libya. You would get to work closely with experienced DRC project managers, emergency teams, an international Protection Specialist—Child Protection dedicated to the project and a stratified, technical Protection Programme Coordination team. Your main duties and responsibilities will be:

  • Team management, in compliance with DRC policy and procedures, specifically in order to:
  • Coordinate with the Manager in recruitment processes for team members
  • Ensure that all team members fulfil their role as per their job description
  • Execute performance management of team members with appropriate involvement of Manager
  • Support professional development of team members and development and implementation of capacity building and ongoing technical support plans
  • Organise efficient field presence and workload distribution among team members
  • Encourage a positive, inclusive and mutually supportive team spirit among the team under his/her supervision and an overall spirit of wellbeing
  • Coordinate leave plans and schedules to ensure effective and efficient implementation of program activities
  • Training, supervision and ongoing support. On a routine basis and in collaboration with your line and technical manager, you would:
  •      Demonstrate advanced knowledge and understanding of CPiE concepts and programming and be an agent in own technical progression through ongoing learning and technical exchange with Protection Specialist— Child Protection and other members of the Protection Programme Coordination team
  •      Apply this knowledge and enable technical quality control and advancement of team members by co-facilitating trainings based on advice of Protection Specialist— Child Protection, making field visits with a technical emphasis and ensuring implementation refinement based to technical observations
  •      Run regular technical supervision for case management teams in accord with CPiE Minimum Standards
  •       Coach on technical topics and skills for team member implementing activities in child-friendly spaces and community-based mechanisms
  •       Deliver trainings on CPiE topics for other DRC sectors and stakeholder in CPiE
  • Operations, with emphasis on PIM, MEAL, Logistics and Finance. Tasks, within the scope set by the line manager and in compliance with CPiE Minimum Standards, DRC Child Protection policy and applicable DRC Global and ALT Protection guidance and SoPs in CP operations comprise:
    • Planning and overseeing implementation of CPiE activities
    • Leading team members in following PIM principles, ensuring data confidentiality, gathering data as per project and sector requirements, entering and storing data in accord with DRC and, if applicable, CP inter-agency coordination reporting requirements with specific support to team members on data quality
    • Providing data analysis and reporting, in collaboration with PIM and Manager, for internal DRC MEAL processes and project requirements at the frequency requested by the manager and Protection Programme Coordination
    • Leading CP contribution of ongoing service mapping exercises and community analyses
    • Engaging in bilateral and coordination relationships with counterparts in fellow CP specific agencies and with stakeholders in CP, in agreement with the scope set out by line manager
    • Providing mentorship for direct reports in day to day implementation tasks
    • Planning and coordinating logistics and movements from and to different operational areas collaborating appropriately with other Protection teams and DRC Support teams
    • Initiating procurements in accord with procurement plan and fulfil Protection sector obligations to ensure their execution
    • Ensuring distribution plans are prepared and shared with logistics in a timely manner
    • Managing the team’s cash advances and cash for protection activities within project scope in accord with DRC support procedures and grant requirements; support Manager in budget forecasting and tracking tasks

About you

To be successful in this role we expect you to demonstrate cultural awareness and sensitivity and an ability and willlingness to work with all conflict and displacement affected communities per DRC Libya’S protection analysis. You would be field oriented and demonstrate humanitarian spirit. You would be able to demonstrate particular insight into working with children and demonstrate at  high level the DRC Core Competencies and competencies of the Child Protection in Humanitarian Action Framework. We expect fluent Arabic in addition to English sufficient for professional proficiency. Moreover, we also expect the following:


  • A minimum of a Bachelor’s degree in a field relevant to Child Protection operations is requested. Typical examples of such fields are Education and Medicine, however applicants with different educational backgrounds who demonstrate in their cover letter how they can apply this background to the tasks expected will be considered
  • Minimum 3 years of practical experience working for an NGO, INGO, a UN agency or other duty bearer in Protection..
  • Demonstrable competence in people management
  • Demonstrated capacity to effectively represent a humanitarian organization with the individuals and communities and build trust
  • The successful candidate will demonstrate a good grasp of the technical and core humanitarian competencies of Child Protection in Humanitarian Action in the course of the recruitment process
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Full professional proficiency in English


  • Education of a Bachelor’s or Master’s level directly requiring work with children will be an advantage
  • INGO experience in humanitarian response and protection, especially child protection or other programmes working with children (e.g. MHPSS) is preferred
  • Preference for proven management experience at minimum mid level for an implementing team
  • Past experience in emphasizing practical field experience and doing technical supervision in Protection and preferably Child Protection Case Management is a strong advantage
  • Past experience in ERP systems will be appreciated.
  • Basic knowledge of languages other than English and Arabic will be an advantage
