About the job

The Danish Refugee Council is a leading Protection INGO internationally and within Libya. We have a longstanding presence in the East of Libya implementing Mine Action and have set up multi-sectorial programming allowing a comprehensive Protection response from Benghazi in 2023. DRC’s emphasis is on conflict and flood-affected communities and those hosting them worldwide. In the aftermath of the floods in East Libya, we’re looking for a Child Protection Officer.

The Child Protection Officer delivers day-to-day implementation of the Child Protection in Emergencies programming for flood-affected children, caregivers, and their communities in Green Mountain. The Officer is specifically responsible for the execution of the case management process per the CPiE Minimum Standards. The Officer is expected to have exemplary technical and field conduct so as to be a model and troubleshoot for Protection Assistants — Child Protection in the absence of the Team Leader. Your main duties and responsibilities will be:

Responsibilities:

Programming & Operations

• Contribute to the planning and implementation of CPiE activities.
• Implement CPiE case management in accordance with the CPiE Minimum Standards and DRC’s Child Protection Policy; as well as DRC Libya-specific SoPs
• Appropriately link members of the affected population to other DRC Protection services, other DRC sector services and services by other humanitarian actors, based on their needs and DRC and inter-agency referral protocols
• Participate with preparation and engagement in supervision as set up by the Protection Team Leader Child Protection and Protection Specialist Child Protection and serve as a peer supervisor to Protection Assistants Child Protection Case Management in accordance with scope agreed with the Team Leader
• In close coordination with the rest of the Child Protection team flag gaps and scope for continual evolution to needs of the CPiE programme and Protection Programming at large to decision-makers
• Contribute to ongoing programme evolution within the scope agreed by the line manager by proposing new activities and contributing to activity guidance documents, offering insights into contextualization and operationalization
• Contribute to setting up and maintaining the child-friendly spaces and community-based interventions in compliance with the CPiE Minimum Standards, DRC’s Child Protection Policy, DRC Libya-specific SoPs
• Exemplify a child participation-oriented and child-led approach to programming
• Carry out information dissemination and awareness-raising activities among the affected communities
• In coordination with the Team Leader use solid participatory approaches with attention to age, gender, diversity, and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their communities

Reporting

• Respect data confidentiality and protection at the highest standard
• Complete data entry and analysis for internal and, if relevant, inter-agency case management data management in a timely and accurate manner
• Ensure proper use of tools and online platforms provided for effective reporting, in adherence with orientation and coaching by the Team Leader and PIM
• Collaborate with the MEAL teams in carrying out monitoring, evaluation, and feedback activities within the target areas.

Coordination and Representation

• In coordination with the Project Manager and the Protection Team Leader A, represent DRC to a range of stakeholders including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
• Serve as a focal for service mapping for the CPiE team, ensuring accurate and regularly updated information based on proactive bilateral coordination.
• Collaborate and integrate with other DRC sectors during field implementation as needed and advised by the Protection Team leader.
• Ensure interactions by staff with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for child protection and humanitarian work, including child safeguarding.

Operations support

• Support the coordination of program activities as they relate to logistics, administration, finance, or security as relevant, in coordination with the relevant departments.
• Ensure compliance with the relevant internal policies and directives.

About you

To be successful in this role we expect you to be familiar with international protection and human rights legal standards and CPiE minimum standards. Demonstration of Child Protection in Humanitarian Action competencies during the recruitment process will be considered. Moreover, we also expect the following:

Required

• A minimum of a Bachelor’s degree in a field relevant to Child Protection operations is requested. A Bachelor’s degree in psychology, sociology or education is preferred. Applicants with different educational backgrounds who demonstrate in their cover letter how they can apply this background to the tasks expected will be considered
• Two years of professional experience in humanitarian interventions, preferably with INGOs.  Past experience in an NGO, or other duty bearer in Protection; or an educational institution in developmental setting that works with children, will be considered.
• Demonstrated capacity to effectively represent a humanitarian organization with the individuals and communities and build trust
• Fluency in written and spoken Arabic.
• Good Working knowledge of English
• Proficiency in MS Office applications

Desirable

• INGO experience in humanitarian response and protection, especially child protection or other programmes working with children (e.g. MHPSS) is preferred. Direct work experience with children outside a humanitarian setting will be considered.
• Experience in case management or other forms of individualized case support is preferred.
• Past experience in replicating trainings to peers and community members on topics relevant to child protection will be valued
