Technical Specialist – Axis 3 (Office Based)

1. Coordinate the Program’s actions in relation to the activities planned within the scope of the Axis;
2. Develop subsidies for the development and execution of work plans and detailed schedules for implementing the Axis’ objectives, in conjunction with the General Coordination, both to guarantee the effectiveness of intramural citizenship policies and to promote citizenship policies. attention to people who have graduated;
3. Advise on the biannual update/revision (or whenever necessary) of the work plan agreed for the Axis;
4. Prepare subsidies for the production of technical reports to monitor the implementation of the policies covered in this Axis, every six months (or more frequently, if requested);
5. Technically guide the activities to be developed by consultancies contracted within the scope of the Axis, including the technical preparation of proposals for terms of reference and monitoring the development of the corresponding work, in order to ensure compliance with agreed goals and schedules;
6. Carry out missions, conduct meetings and other activities to execute the action plan and technical monitoring and qualitative monitoring of the products and goals planned for Axis 7. Carry out other tasks
related to the development and accountability of Axis activities, as required of the General Coordination.
The Technical Specialist Axis 3 of Axis 3 will be part of the team of said Axis and will be subject to the direct supervision of the General Coordinator of the Program

• Advanced university degree (Master’s degree) in Law, Public Management, Administration, Economics, Social Sciences, Political Sciences, Sociology, Anthropology, Psychology, Social Work, Philosophy or related field is required, or • University Bachelor’s degree in Law, Public Management,
Administration , Economics, Social Science, Political Science, Sociology, Anthropology, Psychology, Social Work, Philosophy or related field in combination with 2 additional years of experience will be given due consideration in lieu of Master’s degree.
Minimum years of relevant professional experience:
• Minimum of 5 years (for Master’s degree) or 7 years (for bachelor’s degree) of experience (professional and/or academic) in the areas of Justice, Human Rights, Prison/Penal System, Public Management or related areas.
Required skills:
• Excellent oral and written communication skills
• Knowledge of the office package
Desired skills in addition to the competencies covered in the Competencies section
• Doctoral degree is desirable
• A minimum of 7 years of professional experience is desirable
• Experience (professional and/or or academic) in the areas of Justice, Human Rights, Prison/Penal System, Public Management or related areas;
• Experience working with partners from the public sector is desirable, especially from the Judiciary;
• Experience in coordinating/managing projects or public policies is desirable
• Experience is desirable with promoting citizenship for people deprived of liberty and those released from the penitentiary system, monitoring and inspecting public policies in prisons; points
Required languages:
• Proficiency in Portuguese.
• Proficiency in English at a “working knowledge” level is desirable
