Result of Service
The ultimate results of service are:
A. The interlinkages report including:
– A comprehensive, systematic and impartial assessment of the inter-relations between the scope (chemicals and waste streams covered), rights/obligations of Parties, implications of their implementation and governance (convention bodies and their operations) and governance (convention bodies and their operations) of the Basel, Rotterdam and Stockholm Conventions and the Montreal Protocol as well as identify opportunities for strengthened cooperation between and implementation of the four agreements in a coordinated and mutually reinforcing manner. While there are issues that are common to the four agreements, each of them has also its own specificities. The report will be structured and written in such a way that will allow to differentiate parts relevant to one/some of the conventions only.
– An overview of ongoing international activities addressing inter-relations and synergies between the MEAs of the chemicals and wastes cluster and their contribution to pollution reduction.
Identification of any emerging issues and processes that are in support of /might be of relevance to future work under the four agreements.

B. The summary report including:
– Top Ten Interlinkages between BRS conventions and the Montreal Protocol and their contribution towards addressing pollution.

The analysis will build on existing work under the conventions, research and policy documents, supplemented by interviews as appropriate.

Duties and Responsibilities
Under the supervision of the BRS Secretariat, the consultant will perform the following tasks:

(A) Collection of relevant information in the following areas:
a. Basel Convention: waste /non-waste, hazardous wastes (Annexes I, III and VIII), wastes requiring special consideration, e-waste, PIC procedure, illegal traffic, review of Annexes, PACE II.
b. Rotterdam and Stockholm Conventions: listing process, covered chemicals/POPs, provisions on trade control (SC) and PIC (RC).
c. Montreal Protocol: Ozone-depleting substances (ODSs) and HFCs, provisions on their elimination or phase-down, exemptions, control measures.
d. Cross-cutting issues both at policy and implementation levels, such as listing, control of international trade/transboundary movements, quota and licensing, labelling, development of inventories, waste/chemical management and disposal, illicit trade/traffic, domestication of conventions at the national level and national coordination and implementation processes, coherent legislative implementation, reporting, monitoring and enforcement of the four agreements and any emerging issues.
e. Relevant ongoing international activities addressing interrelations and synergies between the MEAs of the hazardous chemicals (including ODSs and HFCs) and waste cluster.

(B) Identification of inter-linkages and analysis of interrelations
a. Based on the above information, develop a draft report on Interlinkages that:
(1) identifies the interlinkages between the scope (chemicals and waste streams covered), rights/obligations of Parties, their implementation at the national level and governance (convention bodies and their operations) of the Basel, Rotterdam, and Stockholm Conventions and the Montreal Protocol including the Kigali Amendment;
(2) provides an analysis of the inter-relations;
(3) identifies opportunities for strengthened cooperation between and implementation of the four agreements in a coordinated and mutually reinforcing manner, and;
(4) identifies measures addressing chemicals and wastes on reducing pollution and their positive impact, that countries may consider in their activities to meet the relevant goals and targets of the international agenda on chemicals and waste as well as on pollution.
b. Based on the draft Interlinkages report, prepare an initial summary report on the Top Ten Interlinkages between BRS conventions and the Montreal Protocol and their contribution towards addressing pollution.

(C) Consultation with relevant stakeholders and collection of comments/views
a. Consult with relevant stakeholders identified by the BRS Secretariat, the Ozone Secretariat and the United Nations Environment Programme (Law Division), including the Food and Agriculture Organization of the United Nations, and obtain feedback on the assessment report. Subsequently, revise the report on Interlinkages according to comments/feedback and produce a final Interlinkages report.
b. Based on the final Interlinkages report and the comments from the stakeholders, finalize the summary report on the Top Ten Interlinkages between BRS conventions and the Montreal Protocol and their contribution towards addressing pollution.
Qualifications/special skills
Academic Qualifications:
An advanced university degree in environmental sciences & management/law/policy/engineering, physical sciences (in particular chemistry or biological sciences) or related field is required. A first-level degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
• At least seven years of experience in the field of environmental sciences/law/policy/ management/engineering, environmentally sound management of chemicals and/or wastes is required;
• Demonstrated knowledge / expertise on Ozone Depleting Substances (ODS) and Hydrofluorocarbons (HFCs), chemicals and wastes issues (i.e., inter alia, management options, measures for controlling/minimizing releases, impact of chemicals and waste on the ozone layer) is required.
Languages
Language: English and French are the working languages of the United Nations Secretariat. Fluency in English, including strong drafting/writing skills is required.
