Scope of Work:

 Under the supervision of the GBViE Specialist, the consultant will be responsible for the following deliverables:

  1. Support trend analysis of GBViE CSI data and develop additional guidance based on CO needs.
  2. Develop a suite of resources to help “demystify” the GBV risk analysis component of SP indicator H5.5.
  3. Compile and synthesize key findings from the experience of UNICEF colleagues who participated in the recent online GBV risk mitigation pilot course targeting GBV specialists.
  4. Further advance GBV integration within UNICEF’s work on emergency preparedness.
  5. Compile inputs and draft one context-specific case study as part of UNICEF’s GBV risk mitigation institutionalization partnership with BHA.

Terms of Reference / Key Deliverables:

  • 3 webinars and drop-in sessions to support COs’ reporting against SP indicators 3.1.7 and H5.5 designed and facilitated

  • Tip sheet on “Frequently Asked Questions”/most common reporting mistakes for indicators 3.1.7 and H5.5 developed and approved

By 31 December 2023

  • 2 Sharepoint pages (for indicators 3.1.7 and H5.5, respectively) reflect updated guidance and CO examples

By 31 January 2024

  • Guidance for Strategic Plan (SP) indicators H5.5 and 3.1.7 (based on the learning from year 1 of implementation) revised and approved

By 28 February 2024

  • Tracking tool to support COs report on indicator H5.5 developed and approved

By 30 April 2024

  • Tip sheet on GBV risk analysis developed and approved

By 30 April 2024

  • 1 written compilation of GBV risk analysis conducted at country level collected, analysed and disseminated

By 31 May 2024

  • Individual and/or group interviews with at least 5 UNICEF participants
  • Conducted

  • Feedback from the interviews inserted in the GBV RM strategy and approved

By 30 June 2024

  • GBViE integrated in at least 2 emergency preparedness simulation exercises

  • 1 learning document (and assorted recommendations) on minimum actions for GBViE preparedness based on the simulations drafted and approved

  • At least 2 COs supported to integrate GBViE in their emergency preparedness plans

  • At least 2 COs supported to integrate GBViE in their emergency preparedness plans

  • 1 context-specific case study finalized

Qualifications

Education:

  • Masters degree/ Public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience

Language Proficiency:

  • Fluency in English required, working proficiency of another official UN language (French and/or Arabic) preferred.

Work experience:

  • At least 5 years of humanitarian or related work experience in GBV programming in natural disasters and conflict-affected countries.
  • Knowledge and experience in GBViE M&E and other elements of information management.
  • Experience with humanitarian coordination structures (at global and/or field level) preferred.
