Deliverables
Deliverable 1: Workplan with a detailed timeline for all three expected results.
The work plan should be developed according to the expected results mentioned in this Terms of Reference and in alignment with the UNICEF Social Policy team.
Deadline: 10 days from the beginning of the contract
Payment: 0% of the contract fee
Deliverable 2: Initial version of the Shock Responsive Social Protection (SRSP) self-assessment form.
This deliverable includes the questions, choices/items, and the weighting system under three categories: preparedness, response and recovery and should be based on the tool already developed by UNICEF.
Deadline: 2 months from the beginning of the contract
Payment: 25% of the contract fee
Deliverable 3: Evaluation matrix with recommendations
This deliverable should include recommendations for each social protection shock-responsiveness (SPSR) level, with a step-by-step orientation and links to documents that will support municipalities to improve their SPSR level.
Deadline: 4 months from the beginning of the contract
Payment: 25% of the contract fee
Deliverable 4: Dissemination plan and monitoring & evaluation framework for the initiative
This deliverable should include strategies, activities, resources, and a timeline to engage at least 800 municipalities, focusing on those in surveillance for disasters risk.
Deadline: 6 months from the beginning of the contract
Payment: 10% of the contract fee
Deliverable 5: Report on the initial 2 months of the initiative
This deliverable should include the dissemination plan status per strategy, updated indicators of usage and performance of the assessment tool and recommendations to increase municipalities’ participation.
Deadline: 8 months from the beginning of the contract
Payment: 20% of the contract fee
Deliverable 6: Final report
This deliverable should include the dissemination plan status per strategy, updated indicators of usage and performance of the assessment tool, lessons learned and recommendations for the initiative, including a technical proposal to link the initiative with the next UNICEF Seal edition.
Deadline: 10 months from the beginning of the contract
Payment: 20% of the contract fee

KEY COMPETENCIES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED
- Bachelor’s or master’s degree in Social Work, Social Sciences, Political Science, or another related field.
- Minimum of three years of professional experience with social protection public policies.
- Advanced knowledge of the Unified Social Assistance System (SUAS).
- Knowledge of SUAS in emergencies will be considered an asset.
- Experience in the development and analysis of surveys will be considered an asset;
- Professional experience in Climate Change or Disaster Risk Reduction will be considered an asset.
- Experience in social work in a government body (federal, state, or municipal level) is an asset.
- Fluency in Portuguese is mandatoy.
