Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the voice for the environment within the United Nations system. UNEP acts as a catalyst, advocate, educator and facilitator to promote the wise use and sustainable development of the global environment. UNEP’s Economy division plays a leading role in the Green Economy Initiative (GEI), launched by UNEP in 2008. The GEI aims to transition national economies onto a new path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumers’ preferences towards environmentally friendly goods and services.

Located within Economy Division, the Resources and Markets Branch examines how economics, trade and finance interact with the environment and contribute to sustainable development at the local, national, regional and global levels. Located in Geneva, it heads the Green Economy Initiative to assist countries in integrating environmental considerations into economic and trade policies.

The Partnership for Action on Green Economy (PAGE) is a multi-year interagency programme, implemented jointly by UNEP, the International Labour Organization (ILO), the United Nations Industrial Development Organization (UNIDO), the United Nations Institute for Training and Research (UNITAR) and the United Nations Development Programme (UNDP). Currently, 22 countries are officially included into the Partnership and receive direct support from PAGE: Argentina, Barbados, Brazil (Mato Grosso State), Burkina Faso, Cambodia, China (Jiangsu Province), Ghana, Guatemala, Guyana, India, Indonesia, Kazakhstan, Kyrgyz Republic, Mauritius, Mongolia, Morocco, Peru, Senegal, South Africa, Rwanda, Thailand and Uruguay. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP.

The specific objective of this consultancy is to strengthen the delivery capacity of the Resources and Markets Branch, notably the Economic and Trade Policy Unit in supporting green economy transition of countries. To implement PAGE, the Economic and Trade Policy Unit requires assistance for activities related to knowledge management, outreach, stakeholder management, and partnership building.

3 Specific tasks and responsibilities per outputs:

Output 1 (support UNEP PAGE Global Proposal):
• Conduct comprehensive research on gaps and opportunities for PAGE Global workstream, as per UNEP menu of services, and analysis to draft the PAGE global proposal.
• Review and refine the proposal document for clarity and coherence.
• Ensure the final version of the proposal is revised internally and in consultation with other agencies and Management Board.
• Prepare implementation plan for PAGE global activity

Output 2 (coordinate UNEP’s inputs for Cambodia first PAGE workplan):
• Coordinate with stakeholders to gather input and feedback on the Cambodia UNEP PAGE workplan.
• Incorporate necessary revisions and ensure the workplan’s alignment with UNEP menu of service and strategic objectives.
• Finalize and deliver the approved workplan for Interagency team approval.

Output 3 (coordinate workstream on waste management in Thailand):
• Participate in meetings with Implementing Partner, Interagency calls and internal meetings to verify progress of workstream and present results.
• Support the research and collect data on waste management practices in Thailand with external partners.
• Revise the report on waste management for Thailand, advising Implementing Partners on necessary revisions and gaps to address.
• Support the closure of agreement.

Output 4 (coordinate workstream on green economy indicators in Indonesia):
• Conduct in-depth research and analysis on Indonesia’s green economy initiatives.
• Prepare a comprehensive report highlighting key findings and recommendations.
• Revise the report on Green Economy Indicators for Cambodia, advising Implementing Partners on necessary revisions and gaps to address.
• Ensure completion of report alongside IP in the agreed time.
• Support the closure of agreement.

Output 5 (coordinate workstream on Food Loss and Waste Strategy in Indonesia):
• Collaborate with relevant experts and stakeholders to develop a food loss and waste strategy.
• Conduct research and analysis to inform the strategy’s content.
• Analyze the data and prepare a comprehensive waste management report.
• Revise the report on waste management for Indonesia, advising Implementing Partners on necessary revisions and gaps to address.
• Ensure completion of report alongside IP in the agreed time.
• Support the closure of agreement.

Output 6 (Mid-term Reporting for 2024):
• Collect and compile data and progress updates for the mid-term reporting.
• Draft a comprehensive mid-year report and summary for PAGE activities in 2024.
• Ensure the finalization and submission of the mid-term report and summary by July 2024.
Qualifications/special skills
Advanced university degree in environmental economics, environmental science, environmental engineering, public administration, public policy, project management, international relations, or a similar field of study.
Three years of work experience related to project / programme management, and in conducting economic analysis in the context of sustainability both at the national as well as global level is required.
Past professional experience in managing and delivering projects related to macroeconomic policy and supporting countries with analytical work is required.
Professional experience in working at international organisations is an advantage.
Proven communication and writing skills in English. Knowledge of French is an advantage. Fluency in other UN official languages is an asset.
