Tasks and Responsibilities
Under the direct supervision of the UNODC National Coordinator, you will have the following responsibilities:
  • Plan, manage, coordinate and execute project strategies and activities as referenced in the project document;
  • Ensure that operations, financial, logistics and procurement management and liaison and communication activities assigned to the project are carried out in accordance with UNODC standards and procedures;
  • Plan, prepare and coordinate budget reviews, project reports and evaluations;
  • Prepare and disseminate work plans, terms of reference and all documentation related to the project. Work plans must be designed for the timely achievement of project objectives;
  • Ensure financial management and project budget monitoring and reporting;
  • Prepare and write advisory documents on issues related to the project;
  • Provide advice on prevention, care, investigation and prosecution to the participating entities within the project;
  • Design and coordinate training courses that are required within the framework of the project;
  • Design and coordinate training campaigns and workshops on awareness and prevention on prioritized topics within the project;
  • Establish regular contact with all relevant coordination points and counterparts to ensure that training workshops, meetings, evaluations, and related logistical arrangements (travel, accommodation, food), are carried out as scheduled;
  • Maintain liaison with UNODC technical units, project partners and other national counterparts to ensure that project planning and implementation is carried out effectively;
  • Identify consultants and trainers to carry out the project objectives;
  • Provide guidance and direction to the efforts and contributions of consultants, international experts, trainers and counterparts involved in the project to ensure that the project objectives are achieved;
  • Provide field assessments and information collection and development;
  • Maintain effective relationships with government counterparts and other international organizations and donors working on issues related to the project;
  • Any other function related to the profile, assigned by the ROPAN Regional Representative.

The work involves frequent contact and interaction with the following counterparts:

  • UNODC officials and technical staff in the region;
  • Officials and technical staff of the States benefiting from the project;
  • PBF officials and staff
  • Agencies of the United Nations System and other regional, subregional and international organizations.
Impact of Results:
  • Effective implementation, coordination, monitoring and evaluation of the designated project activities.
  • Effective use of available resources.
  • Functional and timely coordination with internal and external partners.
  • Provision of expertise in the field of prevention, care, investigation and prosecution.

Succinct and concrete reports, evaluating the progress of the project, as well as an organized calendar of activities.

Academic Preparation and Required Experience
  • Bachelor’s degree in Social Sciences, Engineering, Computer and Communication Sciences or related areas.
  • Postgraduate or Master’s studies in Social Sciences, Forensic Psychology, Human Rights, Criminology, Security, or areas related to social sciences 
  • Minimum two years of experience in the area of ​​governance, security and justice, and/or security in Guatemala;
  • At least two (2) years of work experience in the security and justice sector in Guatemala;
  • If you only have a primary university academic degree (bachelor’s degree, engineering, etc.), you must demonstrate 4 years of relevant experience, both in the area and sector mentioned above.  
  • Knowledge of the implementation of international cooperation programs, desirable in the mandate areas of UNODC and the PBF. Previous experience with the UNODC mandate areas will be valued. 
  • Mastery of basic workshop computer programs (Windows, Word, Excel, Lotus Notes, Power Point, etc.).

Required languages:

  • Excellent command of the Spanish language
  • Basic command of the English language
