Duties and Responsibilities

The International Consultant will be responsible for the following and is expected to:

Provide high-quality technical assistance in support of UN Women’s normative and coordination mandate:

  • Provide technical assistance to Fiji MCO in support of UN Women’s normative and coordination efforts, as requested by the Gender Group Coordinator.
  • Draft talking points, briefs, and other strategic papers/materials or plans for the use in the development and presentation of positions linked to UN Women’s normative and coordination mandate and/or management of key events.
  • Identify areas for support and interventions on normative and coordination processes in collaboration with the Gender Group Coordinator.
  • Provide technical support and/or provide quality control and identification of potential challenges for regional and country level interventions.
  • Review and provide feedback to project/ program strategies and documents, workplans based on UN women’s normative and coordination mandates, as needed.

Support Fiji MCO units and offices and partners on GEWE related normative commitments including through Human Rights treaty body reporting mechanisms (and other intergovernmental processes), and multi-stakeholder initiatives/convenings for the promotion of state obligations on GEWE:

  • Support the Fiji MCO focal point for normative work and engagement of Fiji MCO units, offices and partners in regional and global intergovernmental/multi-stakeholder fora, including in relation to the Convention on the Elimination of all Forms of Discrimination (CEDAW), the Beijing Platform for Action+30 reviews, the Universal Periodic Reviews, the annual sessions of the Commission of the Status of Women (CSW) (global level and regional consultations), the Agenda 2030 and Sustainable Development Goals, and other relevant international platforms and processes (at global, regional and country levels).
  • Provide advisory and technical support to Fiji MCO units and country presences on Human Rights treaty body mechanisms and special procedures, to facilitate their effective support to/or engagement in intergovernmental and multi-stakeholder initiatives/convenings.
  • Support the Fiji MCO and country presences in providing and/or coordinate substantive inputs to UN Country Team (UNCT) Confidential reports and/or other reporting processes/mechanisms as needed.
  • Support capacity building of Fiji MCO units and country presences, UNCTs and partners as needed, to ensure that they can meaningfully engage on normative processes, by leveraging such mechanisms as the UN Gender Theme Group and Pacific Gender Coordination Group.
  • Build, manage, and expand relationships with national and regional partners to advocate for enforcement of international standards and norms on GEWE, including by designing and implementing joint actions and initiatives, and by advising on and supporting targeted engagements with key partners through intergovernmental and multi-stakeholder spaces/initiatives.
  • Ensure meaningful engagement of diverse Civil Society Organizations (CSOs), representative of women and girls in all their diversity, in regional and global events/convenings.
  • Identify areas for joint interventions and advocacy in partnership with UN agencies, international/regional inter-governmental bodies etc. in collaboration with Fiji MCO units and country presences.
  • Keep the Fiji MCO units and offices abreast of relevant intergovernmental/multi-stakeholder events and discussions.
  • Provide substantive inputs to resource mobilization actions supporting the intergovernmental and normative engagement.
  • Participate in events, as delegated.

Inter-Agency Coordination Support:

  • Support the coordination of the UNCT-SWAP Gender Equality Scorecard comprehensive rollout.
  • Provide support to the Gender Group Coordinator and Fiji MCO management and country presences on UN inter-agency coordination related activities.
  • Provide substantive inputs to CCA/ UNSDCF and other documents analyzing and researching the political, social and economic situation in the country/region, and mapping of GEWE-related normative issues based on findings and recommendations of normative review processes and Human Rights treaty body mechanisms and special procedures, ensuring that GEWE concerns are clearly captured to support their mainstreaming in these processes.
  • Support the preparation of analytical and regular progress reports on UN Women’s experiences in support of its inter-agency coordination role.

Manage knowledge-building efforts:

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the Fiji MCO’s normative efforts and/or inter-agency coordination and contribute to their global dissemination.
  • Prepare substantive briefs on possible areas of cooperation with key partners, in support of the Fiji MCO’s normative efforts.
  • Facilitate the development of analytical knowledge products on regional progress on normative commitments to advance GEWE, in close consultation with the Gender Group Coordinator.
  • Review and provide feedback to project/ program related knowledge products and publications, as needed.

The duration of this assignment will be up to 180 working days over 12 months.

The assignment should be carried out within a period of 12 months, not exceeding 180 working days, with the Consultant being responsible for delivering the following outputs:

  • Monthly reports on major tasks performed and the results, including related to support provided to the partners, inputs collection etc., as per above description of tasks.
  • Monthly time sheet.
  • Final report on carried out activities, achievements, and challenges.
  • Information management relevant to the assignment.
  • Supporting documents of the month’s activities including any minutes, workplans, briefs, analytical work apers etc.

All the deliverables should be agreed with the UN Women Fiji MCO  and provided in English hard and electronic copy.

Note that all materials, including any video footage and images, will remain property of UN Women and cannot be used without UN Women’s permission.

Upon receipt of the final deliverables and prior to the payment of the instalment, the deliverables, related reports, and documents will be reviewed and approved by UN Women at least within 10 business days of submission.

All the documents and materials utilized need to be returned to UN Women in electronic format. Any printed materials utilized to be referenced and returned.

Input

UN Women will provide the Consultant with necessary information on the activities and materials for a better understanding of the context and for the successful fulfilment to above mentioned tasks. UN Women will cover the Consultant’s travel within the Pacific as needed, and upon prior approval by the UN Women Fiji MCO.

Management Arrangements

The Consultant will work under the guidance of the UN Women Fiji MCO Gender Group Coordinator, who will provide overall management and supervision.   The Fiji MCO Gender Group Coordinator will review and approve all her/his outputs and shall work in close coordination with the UN Women Representative and Deputy Representative with technical support from UN Women Fiji MCO.

Performance Evaluation

The Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, and quality of the products delivered.

Financial Arrangements

Payments will be disbursed to the consultant in instalments, upon submission and approval of deliverables, monthly timesheets aligned with actual days worked and certification by the UN Women Gender Group Coordinator that the services have been satisfactorily performed.

No DSA or relocation costs will be provided for the position.

Travel

UN Women will not cover transportation cost within Suva, Fiji.

This is a Fiji-based consultancy work.

It is anticipated that travel will be required for this assignment.

During the consultancy assignment’s related missions, UN Women will cover travel cost for the Consultant for the greed upon routing and in conformity with UN Women applicable rules and regulations.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should e greed upon with UN Women and the International Consultant, prior to travel and will be reimbursed.

Required Skills and Experience

The Consultant should fulfil the following requirements:

Education:

  • Masters’ degree or equivalent in International Development, Gender, Political Science, Sociology, or other related fields is required.
  • A first-level university degree with 2 additional years of progressively responsible experience at the national and/or international level may be accepted in lieu of Master’s degree.

Experience and Skills:

  • A minimum of two (2) years (with Masters’ Degree), or minimum of four (4) years (with first-level University Degree) of progressively responsible experience conducting gender equality analysis/assessments.
  • Technical and capacity building experience in the field of gender and/or human rights.
  • Experience in gender equality and/or human rights project implementation and/or coordination with development organizations or civil society.
  • Prior experience in the UN System is desirable.
  • Experience in partnership building with development stakeholders including national governments, international organizations and other UN entities is desired.
  • Working experience in the Pacific is strongly desired.
  • Working experience with multi-country contexts is desired.
  • Strong interpersonal and communication (verbal, listening, writing) skills.

Language and other skills:

  • Excellent skills and fluency in verbal and written English is required.
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
