Tasks of Asia jobs – Programme Specialist:
Programme Support and Policy Development
- Provide research, understanding and advisory support and feedback on policy and programmatic gaps and opportunities to the COs, the RBEC/IRH and BPPS, focusing on integrated, inclusive, gender-sensitive and rights-based solutions that: i) address misinformation, disinformation, and pollution information, and 2) advance youth engagement and empowerment.
- Act as the regional focal point for combatting disinformation, misinformation, and information pollution and in supporting youth engagement and empowerment.
- Provide leading role in designing dynamic, inclusive regional offers on information pollution and youth empowerment, and translating them into programmatic ideas and project documents in consultation with COs and IRH thematic teams.
- Coordinate and help the development of regional and country-level youth initiatives, with a focus on youth empowerment, leadership development, and innovative youth engagement processes as part of governance and peacebuilding processes.
- Arrange regular consultations with country/regional teams of these topics and analyse and compile background information in easily accessible online spaces, as needed.
- Assure alignment of RBEC’s approaches to information pollution and youth empowerment with the UNDP SP and RBEC Regional Programme.
- Provide timely specialised policy and programme advice in response to requests.
- Recognize and recommend new opportunities for policy and programmatic directions on addressing information pollution and advancing youth empowerment and engagement in the region.
Research and Knowledge Development
- Perform research, analysis and knowledge extraction to: 1) understand the extent and impact of disinformation, misinformation and information pollution in the thematic areas mentioned above; and 2) to understand the evolving, dynamic role of youth in societies towards proactive engagement and contributions to effective governance and conflict prevention.
- Manage learning events and capacity-building initiatives for COs and partners (as relevant) to enhance understanding and joined-up solutions to address information pollution.
- Partake in conferences, workshops, and other events to share UNDP’s experience, contribute to knowledge generation and sharing, and contribute to the development of best practices for countering misinformation, disinformation and hate speech & divisive narratives.
- Engage with global and regional organizations to promote knowledge sharing and collaboration in research and knowledge development in this field.
Partnerships, Advocacy and Resource Mobilization
- Aid partnership engagements including in resource mobilization, through preparation of funding proposals, donor briefings, timely corporate and donor reporting, advocacy and information-sharing requirements.
- Help mainstreaming of youth engagement in relevant regional and country-level initiatives, projects, and programmes.
- Help the organization of relevant conferences, workshops and/or training initiatives and related events, across the region and as relevant.
- Seek opportunities for inter-agency engagement at national and/or (sub-)regional levels, for instance through participating in preparations and design of thematic events.
- Draft background documents and talking points in the thematic area of information pollution and youth empowerment, as ordered.

Qualifications of Asia jobs – Programme Specialist:
Education:
- Advanced university degree (Master’s degree or equivalent) in social sciences, political sciences, international relations, international security, economics or other connected field.
Experience:
- A minimum 5 years of work background in policy, research and advocacy in the thematic areas of governance and peacebuilding including youth and civic engagement.
- Proven background in successfully organizing youth-focused events (online and/or offline) and youth networking particularly in the Europe and Central Asia region is an asset.
- Background and knowledge in research and analytics on Information Integrity/misinformation/disinformation particularly within the ECIS region is an asset.
- Illustrated professional work experience and expertise in ECIS region is desired.
- Work experience with UN is a strong advantage.
- Outstanding interpersonal skills, and the ability to work with groups and organizations.
- Background and knowledge in governance and SDG 16 support particularly within ECIS region is an asset.
Languages:
- Fluency in English with outstanding writing skills is required.
- Understanding of additional UN language(s) especially in the ECIS region is an advantage.
