The Paris Agreement on climate change entered into force in 2016. All Parties to the United Nations Framework Convention on Climate Change (UNFCCC) that have ratified the Agreement have inscribed Nationally Determined Contributions (NDCs), which outline the mitigation and adaptation targets they commit to achieve in order to contribute to meeting these goals as soon as possible.

In this regard, through the Climate Promise Initiative, the United Nations Development Programme (UNDP) supports countries in assessing their national progress toward the Paris Agreement goals and identifying needs and areas of opportunity for the next NDC review process. This includes mitigation processes in this area, such as the Emissions Trading System (ETS).

At the 29th Conference of the Parties to the UNFCCC (COP29), Mexico announced the need to update its NDC in 2025, reflecting its commitment to achieving carbon neutrality by mid-century, as well as strengthening adaptation measures and including a component to address loss and damage associated with the impacts of climate change.

Specifically, the emissions trading system represents a market-based and environmental instrument, where the private sector drives transformation processes toward decarbonization in Mexico. The mitigation area of ​​the General Directorate of Climate Action Policies (DGPAC) requires technical assistance to implement trigger exercises toward the implementation of the Emissions Trading System (ETS) in Mexico. This is intended to mitigate greenhouse gas (GHG) emissions generated in the regulated energy and industrial sectors, in compliance with the NDC, as part of the Federal Government’s climate change mitigation policy priorities.

Scope of Work:

1. Support in the development of a database with key stakeholders and actors for the implementation of the NDC, as well as the review and exploration of official institutions to update the directory of official institutions.
2. Support in updating the directory of key actors based on the review and exploration of information on official institution websites.
3. Assistance in the analysis of the reform to the General Law on Climate Change and identification of the responsibilities of the Government and its institutional mechanisms to implement Mexico’s NDC.
4. Assistance in the analysis of the National Electric Mobility Strategy and identification of key elements for its update.
5. Presentation and clear and graphical synthesis of the proposed update of the National Electric Mobility Strategy.
6. Support to the General Directorate of Climate Action Policies for the activities corresponding to the update of the National Electric Mobility Strategy.
7. Development of inputs for the implementation of the NDC and its correspondence with the SIAT NDC.

Institutional Agreement:

This position will be part of the mitigation area of ​​the General Directorate of Climate Action Policies of the Ministry of Environment and Natural Resources, which is responsible for the design and operation of the emissions trading system.

The National Electric Mobility Strategy Update Assistant will be supervised by the Mitigation and Adaptation Action Specialist for the third update of Mexico’s NDC, the project coordinator, and the National Officer of the UNDP Environment, Energy, and Resilience Program in Mexico.

Minimum Academic Requirements: 

  • High school education (high school certificate)
  • University studies (bachelor’s degree level) in Biological Sciences, Environmental Sciences, International Relations, Political Science, Public Policy or similar.

Minimum Years of Experience Required:

  • Minimum 4 years of experience (with a high school education) or 1 year (with a bachelor’s degree) participating in projects related to the environment, climate change, biodiversity, or similar.

Required Skills:

  • Experience in linking with various actors.
  • Experience and/or knowledge in managing databases and Excel.
  • Experience and/or knowledge in writing and analyzing documents related to the environment, climate change, biodiversity, or related topics.
  • Experience and/or knowledge of mobility and its contribution to GHG emissions.
  • Experience and/or knowledge working in multidisciplinary teams on projects with the federal government, international cooperation agencies, civil society organizations, etc.

Desired Skills:

  • Experience in the United Nations System or International Organizations.
  • Experience in event planning and/or logistics coordination.
  • Experience in the formulation, execution, and monitoring of sectoral programs, special programs, and budget programs in Mexico.
  • Experience and/or knowledge of the General Law on Climate Change and the emission reduction targets of Mexico’s NDCs
