TASKS

The duties for Assistant Resident Representative Programme are :

As a partner of the MCO integrated administration team, the ARR ensures the strategic direction of the UNDP programme focusing on achievement of the following results:

  • A thorough examination of the political, social and economic situation in the country and collaborative preparation/revision of UN Common Country Analysis, UNSDCF, MCPD, Annual Work Plans and other documents;
  • Designation of strategic programme areas of cooperation using foresight approaches;
  • Operationalization of UNSDCF/MCPD in cooperation with the main partners and other UN Agencies. Designation of possibilities for joint programming. Representation of the MCO and active engagement in relevant UNSDCF Results Groups;

Assures effective oversight and administration of the MCO programme and supervision of the Governance and Poverty Reduction Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  • Influential application of Results-Based Management tools, establishment of management targets (Integrated Work Plan and Country Office Business Plan) and monitoring achievement of results;
  • Plan and formulation of MCO programme within the area of responsibility based on a portfolio approach, translating UNDP preferences into local interventions. Coordination of programme implementation with the executing agencies;
  • Strategic management of planning, budgeting, implementing and monitoring of the programme, including the active identification and management of risks, and tracking use of financial resources in accordance with UNDP rules and regulations;

Sets and supports strategic partnerships and supports the resource mobilization in cooperation with the Strategic Team and MCO Senior Management focusing on achievement of the following results:

  • Performance of the MCO partnerships and resource mobilization strategies to achieve programme outcomes;
  • Creation and coordination of partnerships with UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Determination of programmatic areas of collaboration, based on strategic goals of UNDP, country needs and donors’ priorities;

Assures provision of top-quality advisory services and facilitation of knowledge building and administration focusing on achievement of the following results:

  • Designation of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to the programme countries’ policy goals;
  • Condition of cutting-edge policy advice in the area of duty and facilitation of policy dialogues with partners, promoting UNDP thought leadership;

QUALIFICATIONS

The requirements for Assistant Resident Representative Programme are :

  • Master’s Degree or equivalent in Development Economics or Management, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Planning or corresponding field; OR,
  • Bachelor’s degree in above fields with 7 years of appropriate experience.
  • 5 years of relevant background at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects in the areas of governance reforms and founding inter-relationships among international organization and national governments; OR,
  • 7 years of appropriate experience in same fields as listed, with Bachelor’s degree in fields of Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field;
  • Background in the usage of computers and office software packages, experience in handling of web- based management systems;
  • Fluency in English and Samoan both written and oral.
