The Paris Agreement on climate change entered into force in 2016. All Parties to the United Nations Framework Convention on Climate Change (UNFCCC) that have ratified the Agreement have inscribed Nationally Determined Contributions (NDCs), which outline the mitigation and adaptation targets they commit to achieve in order to contribute to meeting these goals as soon as possible.
In this regard, through the Climate Promise Initiative, the United Nations Development Programme (UNDP) supports countries in assessing their national progress toward the Paris Agreement goals and identifying needs and areas of opportunity for the next NDC review process. This includes mitigation processes in this area, such as the Emissions Trading System (ETS).
At the 29th Conference of the Parties to the UNFCCC (COP29), Mexico announced the need to update its NDC in 2025, reflecting its commitment to achieving carbon neutrality by mid-century, as well as strengthening adaptation measures and including a component to address loss and damage associated with the impacts of climate change.
In particular, the emissions trading system represents a market-based and environmental instrument, where the private sector drives transformation processes toward decarbonization in Mexico. The mitigation area of the General Directorate of Climate Action Policies (DGPAC) requires technical assistance to implement trigger exercises toward the implementation of the Emissions Trading System (ETS) in Mexico. This is intended to mitigate greenhouse gas (GHG) emissions generated in the regulated energy and industrial sectors, in compliance with the NDC, as part of the Federal Government’s climate change mitigation policy priorities.
Scope of Work:
1. Identification and systematization of climate information, through the collection and organization of sector-specific mitigation and adaptation data from federal and state agencies.
2. Support in updating the key stakeholder directory, based on the review and expansion of the institutional directory (federal, state, municipal) relevant to climate implementation.
3. Support in the development of technical sheets for climate measures, through the systematization of mitigation and adaptation measures in standardized sheets for their integration into the system.
4. Support in regulatory review, through the review of legal frameworks (such as the General Law on Climate Change) and their alignment with the updated NDC.
5. Support in monitoring and visualizing progress, developing graphic reports that visualize the progress in the implementation of measures.
6. Support in the organization of participatory processes to validate progress on climate measures and goals.
Institutional Agreement:
This position will work directly with the mitigation area of the General Directorate of Climate Action Policies of the Ministry of Environment and Natural Resources, which is responsible for the design and operation of the emissions trading system.
The Climate Action Policy Management Assistant will report to the Mitigation and Adaptation Specialist for Mexico’s third NDC update, the project coordinator, and the National Officer for the UNDP Environment, Energy, and Resilience Program in Mexico.

Minimum Academic Requirements:
- High school education (high school certificate)
- University studies (bachelor’s degree) in Biological Sciences, Environmental Sciences, International Relations, Political Science, Public Policy or related fields will be given due consideration, but are not a requirement.
Minimum Years of Experience:
- Minimum 4 years of experience (with secondary education) or 1 year (with a bachelor’s degree) participating in projects related to the environment, climate change, biodiversity or similar.
Required Skills and Competencies:
- Experience in writing and analyzing documents related to the environment, climate change, biodiversity, or related topics.
- Experience and/or knowledge in managing databases and Excel for systematizing information.
- Experience and/or knowledge of Mexico’s general climate change law and NDC emissions reduction targets.
- Experience and/or knowledge working in multidisciplinary teams on projects with the federal government, international cooperation agencies, and civil society organizations.
Desired Skills:
- Experience in event organization and/or logistics coordination
- Experience and/or knowledge in the formulation, execution, and monitoring of sectoral programs, special programs, and budget programs in Mexico.
