ABOUT UNICEF
UNICEF, or the United Nations Children’s Fund, is an agency of the United Nations that donate humanitarian and developmental support to children over the world. It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.
TASKS AND RESPONSIBILITIES
The duties for (ECD) Policy Consultant at UNICEF are:
- To design and enforce a comprehensive assessment of the national enabling environment for ECD, including policies, limitations, programmes/services and stakeholders on ECD that will inform next steps on ECD in the country;
- To fund the installation and strengthening of a multi-sectoral ECD coordination mechanism in government (include development of terms of reference, interagency agreements, etc.);
- To develop appropriate policy instruments on ECD, for example, National ECD Strategic Framework (as annexed to National Childcare and Child Protection Policy), that is comprehensive, multi-sectoral and properly resourced; This should be reported by extensive consultations with all relevant sectors, including but not limited to education, health, child protection, WASH, social welfare, etc.
- To develop an M&E framework on ECD that virtually observes the situation of young children and generates data and evidence for effective decision-making.

QUALIFICATIONS
The requirements for (ECD) Policy Consultant at UNICEF are:
- Advanced degree in social policy, politics, development studies, human development, education, psychology, or an appropriate major.
- Appropriate background may be considered in lieu of advanced degree
- Minimum of 8 years of appropriate background in early childhood development, international development, public policy, or government, with proven background delivering results on time and at high quality
- At least one member must have regional expertise or background in the Pacific; Strong experience in Samoa is considered an asset
- Prior background with UNICEF or the UN an asset
- Good written and verbal transmission skills, and knowledge of the local language an asset.
