ABOUT THE ORGANIZATION
UNICEF, or the United Nations Children’s Fund, is an agency of the United Nations that donate humanitarian and developmental support to children over the world. It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.
JOB DESCRIPTION
The duties for Emergency Specialist UNICEF TURKIYE are as follows:
Problem analysis and strengthening of review, planning, monitoring, and reporting information systems
- Support the CO to arrange and consolidate overarching and sectoral problem accounting based on available information.
- Advise on what additional data is needed through one-off data collection or strengthening of available information systems to guide the response.
Process and capability growth
- Cooperate with CO, RO, and HQ in supplying technical guidance, analyzing and advising the Representative and the country team on the development of proper planning and monitoring policies, strategies, and implementation frameworks to ensure needs-based planning and RBM of the response. These strategies will also take into account existing country programs and long-term national priorities.
Designation of mortal and other resourcing needs
- In cooperation with CO, RO, and HQ advise on appropriate (level and skills) staffing for assessment, planning, monitoring, and reporting that is required to support UNICEF’s programming, and encounter its accountability to affected populations, partners, and donors. from onset via the transition from emergency (where relevant).
Publicity of partnerships and networks
- Foster collaboration with relevant agencies and negotiate country-level MOU and LOU as appropriate.
- Effective communication and networking are achieved through partnership and collaboration including assistance to Clusters, Sectors, and other coordination bodies.

QUALIFICATIONS
The requirements for Emergency Specialist UNICEF TURKIYE are as follows:
- An Advanced University Degree in social sciences, appropriate humanitarian sector, competition studies, public health or epidemiology, or other connected social science field is required. A field research component is an advantage.
* A first-level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with two (2) years of relevant work experience in a suitable technical field (as identified below), may be taken instead of a developed university degree (Master’s).
- A minimum of 8 years of professional background in estimation, planning, monitoring, reporting or evaluation management or advisory support, or policy work at the national level, at least 3 years of which at the international level, is required.
- Relevant background in the areas of inspection, planning, monitoring, reporting, or evaluation in any UN system agency or association is an asset.
- Experience in Emergency settings (preparedness and response) is required.
- Exposure to ensuring that gender is reflected and incorporated into data collection and analysis is required.
- Strong Excel skills and competence with digital data collection and data visualization software (eg. ActivityInfo, KoBo Collect, ONA, or PowerBI) is required.
- Strong analytical skills; planning and organizing skills; networking and relating skills; communication skills specifically writing and drive for results.
- Proficiency in English; fluency in another UN language is an support.
