About DACAAR:
Main Tasks and Responsibilities:
Bank and cash management:
- Track, update and ensure that all projects and other funds remitted / transferred in favor of the CP are duly documented and posted into the ledger.
- Monitor all bank statements through online system on daily basis and report to the HoF whenever significant balance movements happen.
- Responsible for the preparation of foreign exchange processing and related bank transfer instructions both local processing and Denmark related.
- Oversee and monitor the processing and utilization of petty cash and imprest / floats -access and amounts.
- Constantly monitor cash position including preparation of remittance (from Denmark) requests on a timely basis.
- Preparation of bank and cash reporting schedules, tables and analyses (monthly, quarterly, biannual, annual) for the HoF as may be specified from time to time.
- Review of the bank reconciliations for all DACAAR bank accounts maintained both in Afghanistan and Denmark and inform HOF for any changes occurred.
- Ensure that all bank correspondences and communication are maintained and take necessary action as when required.
- Check and ensure regular Petty cash counts are reconciledand cash count is performed at various cash holding locations and record thereof maintained.
- Calculate exchange rate gain/loss on a monthly basis and present for approval and posting.
- Check and ensure that daily, monthly and yearend cash counts are made, signed and documented and properly closed.
- Preparing and updating liquidity status report on monthly basis
- Request creation of codes in the finance system for newly opened bank accounts.
- Prepare and provide all necessary documents and information required by local authority and are banks for opening of bank accounts, changes in signatories, as and when required.
Accounting Execution and Statutory Compliance
- Under the supervision of the HoF develop, implement and evaluate financial management systems to maintain the financial integrity of DACAAR.
- Cross check and review invoices and other payment vouchers (at the main and secretariat offices) prior to submitting them for approval ensuring accuracy and correctness and that amounts due and payable are indicated on the invoices and are budgeted.
- Keep proper record of all prepayments, accruals and related accounts and responsible for adjustment.
- Ensure that monthly payroll is made in time are reconciled and settled.
- Vet, review and ensure all other payments (cash, transfers etc.) are duly supported.
- Ensure that all payments are effected & delivered in time to avoid discontinuation of services, fines, or penalties etc.
- To check and ensure that all monthly tax payments, statutory & regulatory deductions & other returns etc are accurate & complete as well as they are remitted in time. If any follow-ups are necessary, they are done in time.
- In close coordination with the HoF, reconcilingthe Secretariat office accounts and Denmark accounts.
- Reconciliation of EMP, BAD, PBA, VEN on monthly base.
- Ensure timely and proper filing, maintenance and custody of account records & documents in defined area of work for ease of reference and retrieval.
- Checking & authorizing entries for correctness -for coding and posting to the Computer Based Accounting ledger system ensuring accuracy and prompt processing into the various accounts.
- Perform review of reconciliations of subsidiary schedules/records, suspense, sundry debtors & creditors accounts to GL control account reviewing transactions and reconciling various accounts/balances relating to ledger balances ensuring no amounts are held unresolved for undue periods of time.
- Effect agreed period cut-off dates and process – depreciation, accruals, adjustments and prepayment allocations.
- Management, maintenance & update of Fixed Assets Register and Diary in a system, ensuring appropriate, accurate and complete accounting for Fixed Assets.
- Provide the necessary support and training to non-finance team on financial management, coding, preparation of financial accountabilities.
Internal Control:
- Understand, be familiar with and apply system security and safety procedures and requirements to protect the completeness, accuracy and integrity of accounting data and information.
- Understand and implement policy stipulations in the finance and other relevant policy and procedure manuals.
- Suggest and propose any reviews for change to the policies as actual practice may require
- Design and present for approval relevant Forms and Templates for use in processing accounting information.
- Make visits to field offices whenever required as per schedule agreed with the HoF to ensure that all procedures being carried out are in accordance with the Financial Policies and Procedures manual.
- Liaise with administration to ensure company assets are under insurance cover at all times and renewed whenever policies expire.
- Participate in any stock take and fixed asset verification exercise.
- Review of all staff accountabilities and claims or refunds and cheque.
- Prepare for and attend to the needs of internal and external auditors by way of participating in pre-audit meeting, prepare audit schedules as per checklist made available and any other pertinent supporting analysis.
- Ensure audit preparedness from all units prior to external audits.
- Avail in time and in desired format audit requirements to ensure that audit timetables and guidelines are adhered to.
- Responsible for the implementation and clearance of audit issues & recommendations, both internal and external.
Reporting:
- Ensure timely preparation of tax returns & other forms to tax authorities for review by HoF prior to submission
- Ensure timely preparation of returns for the SMT and other regulatory bodies for review by HoF prior to submission
- Prepare annual statutory reports in a Government format and submit to the HoF for review before submission.
- Responsible for the provision / preparation of adhoc information for management as may be required from time to time.
Coordination:
- Liaise and co-ordinate with other departments on information requirements and to ensure compliance and timeliness of processing and effecting instructions as well as resolve any issues on intercompany transactions.
- Supervising the staff in the treasury unit on a day today basis and whenever necessary update the HoF on emerging issues pertaining to the staff.
- Perform appraisals for the staff supervised as scheduled and stipulated in the HR policy.
- Assist the HoF in the training or facilitate the training of finance/accounts staff and non-finance staff.
- Coordinate the documentation any procedures in the unit under his/her supervision.
Other:
- The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel.
- Any other tasks and duties assigned by HoF.
The Finance Coordinator (Treasury) will be responsible for day to day general management and administration of the organization’s Treasury, Cash & Bank, Disbursement and Accounts functions. The post holder works within the financial framework set by DACAAR ensuring all DACAAR policies & procedures, donor regulations, accounting standards and local laws are complied with at all times.
Required Skills, Education and Experience:
Education: Master Degree in Business Administration Finance (MBA Finance) is required.
Experience: At least 5 years of relevant experience in (NGOs) is required.
- Full Command of MS office Package, finance system SUN, Banking Knowledge
Languages: Pashto/Dari & English Fluency in (Written & Spoken) is required.
