ABOUT ORAGNZAITION
UNICEF, or the United Nations Children’s Fund, is an agency of the United Nations that donate humanitarian and developmental support to children over the world. It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.
JOB DESCRIPTION
- Train HR and staffing plans established on the additional human resources needed for the immediate response (relating to short, medium and long-term needs).
- Support COs with HR conditions for short-term, medium-term and long-term sustainability needs, while organizing COs meetings on HR strategy and planning to sustain the response to the emergency.
- Correspond with appropriate stakeholders to ensure smooth and rapid scale up after onset emergencies.
- Create exit strategy and implement for smooth transition and scale-down.
- Review living CO staffing and streamline immediate deployments in the affected areas.
- Assess Human Resources capacity and propose additional capacity to efficiently respond to emergencies.
- Identify staffing cracks and correspond with the relevant stakeholders to address immediate needs and develop longer-term plans,
- Review the staffing form of the CO and identify most suitable sourcing modalities, as well as gaps including cluster staffing provisions to implement humanitarian response.
- Provide support to COs throughout employee-life cycle, with all HR initiatives and programmes, including the preparation of PBR subordination, recruitments, all aspects of talent management.
- Provide guidance on approach interpretation.
- Promote administrative targets (geographic and gender diversity etc.)
- Conduct workshops, HR clinics to inform senior management and staff of HR-related issues (E.g. career management and staff growth, performance management, benefits and entitlements, change management;

QUALIFICATIONS
- An Advanced University Degree in human resource management, business management, international relations or another related area.
- A minimum of eight years of increasingly accountable professional experience in human resources management in an global organization and/or large corporation is required.
- Setting country experience.
- Extensive background in HR in an emergency context is highly desirable.
- Background/familiarity with human resources in emergencies.
- Familiarity with the UN system is an investment.
- Knowledge and willingness to travel to emergency countries on short notice is required.
- Facilitation skills and background in capacity building of individuals and teams is highly desirable.
- Fluency in English is required. Ability in French, Spanish and/or Arabic is considered a strong asset.
