ABOUT UNICEF
UNICEF, or the United Nations Children’s Fund, is an agency of the United Nations that donate humanitarian and developmental support to children over the world. It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.
TASKS
The duties for Individual Consultancy-UNICEF-Mozambique are :
- Assess the relevance and coherence of the Plan’s interventions, demonstrating whether they are aligned with the real needs of the target population, whether there is a explicit and reasoned logic between the proposed activities and the expected results, and whether the assumptions for carrying out the activities were valid and feasible.
- Study the extent to which the Plan has so far achieved the expected results ( effectiveness ) as identified in the functional plan, and whether it has been effective in ensuring community involvement (especially women), including differential outcomes among vulnerable groups.
- Analyze the efficiency of the Plan’s implementation, with regard to the availability and application of resources, timely implementation and institutionalization of processes.
- Study the existence, operationalization and sustainability of coordination mechanisms for the performance of PACRN.
- Recognize best practices and key lessons learned from the Plan’s implementation, and whether the lessons learned so far demand adjustments in the last year of implementation to achieve the expected results by the end of 2024.
- Develop functional suggestions to improve program implementation approaches and further improve relevant health sector policies, plans and procedures.

QUALIFICATIONS
The requirements for Individual Consultancy-UNICEF-Mozambique are :
- Extensive background in carrying out complex public policy evaluations, preferably with experience in evaluations for the UN system;
- Illustrated experience in evaluation in the area of public health in the eastern and southern African region or in developing countries, with a focus on public health, epidemiology, biostatistics.
- Extensive understanding of health programs, including UNICEF programs, especially in the area of newborn and child health. Proven technical knowledge on the elaboration and management of multisectoral and complex public policies.
- Understanding of the latest development policy evaluation methods and approaches, especially participatory methods and accountability to affected populations.
- Background working in a cooperative and rapidly changing environment.
- Verified knowledge and specific background with the Most Significant Change method is an advantage
- Acquaintance with cross-cutting issues (eg gender equality, equity and human rights, including children’s rights) and how they relate to health outcomes and the equity agenda;
- Background with ethics in the generation of evidence; experience in data collection with vulnerable groups; acquaintance with ethical safeguards;
