ABOUT UNICEF
UNICEF, or the United Nations Children’s Fund, is an agency of the United Nations that donate humanitarian and developmental support to children over the world. It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.
TASKS
The duties for International consultancy to support the development are :
- Development of a CO SBC strategy to good mainstream SBC in prgrammes and assist gain CPD results. This will entail:
- a desk review of CPD 2022-2025, work plans, workflow, budgets, results frameworks etc.
- draft a strategy/framework, with very specific recommendations for SBC articulation and mainstreaming in programs, results, budgets.
- review (or develop, if non-existent) workflows and processes to ensure SBC is adequately integrated in evidence generation, planning/programming, partnerships; adequate budgets are allocated; M&E. In doing so, the consultant will be also guided by the SBC CSIs, ensuring the proposed recommendations, framework, workflows, and tools are aligned with the quality standards for SBC delivery (coordination; budgeting; proof generation; community engagement).
- Growth, in a participatory manner, of an SBC strategy on elimination of violence against children (EVAC). This will act as an example of how to adequately develop an evidence-based SBC process that examines and addresses all/various behavioral determinants in a comprehensive manner, with a focus on system strengthening. This will require,
- desk assessment of the existing documents, studies, literature on EVAC
- association of consultations, workshops with CO staff and national partners to understand the challenges in EVAC,
- represent entry points and solutions,
- validate the process.
- Capacity building of staff and partners on SBC. It will include,
- growth of tools, workflows for UNICEF progammes,
- organization of workshops, using participatory methods when developing SBC strategies

QUALIFICATIONS
The requirements for International consultancy to support the development are :
- Master’s / PhD in behavioral science, sociology, or any other appropriate area
- at least 7 years of background in the social and behavior change or behavioral economics consultancy or similar area in UNICEF is demanded.
- Illustrated capacity to perform all tasks and responsibilities requested
- Illustrated technical capacity to conduct trainings focusing on behavioural change strategy
- Strong experience in social and behavioural change consultancy and/or strategical thinking
- Prior experience in Central Asia
- Knowledge of Russian.
