ABOUT ORGANIZATION
UN-Habitat is the United Nations agency for human colonies and sustainable urban development. It was established in 1977 and is mandated by the UN General Assembly to encourage socially and environmentally sustainable towns and cities with the goal of providing sufficient shelter for all. UN-Habitat promotes transformative change in cities and human settlements through understanding, policy advice, technical assistance, and collaborative action. The organization’s mandate emanates from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996. UN-Habitat is a member of the United Nations Development Group and has a governance frame made up of three decision-making bodies: the UN-Habitat Assembly, an executive board, and a Committee of Permanent Representatives
JOB DESCRIPTION
The duties for Local Expert in urban policy and planning are as follows:
- Sustain the establishment of the steering committee chaired by the MATUAFTT;
- Carry out a diagnostic analysis, through documentary research, an institutional and legal analysis by arranging meetings and interviews with the officials of the various institutions involved in urban planning and housing. Particular attention will be paid to existing sectoral policies or strategies, including housing, disaster risk management, climate change and decentralization issues. An analysis of the strategy’s alignment with the
- Arising Comoros Plan will also be undertaken to ensure its conformity with the objectives of the strategic plan;
- Simplify the organization of island awareness-raising workshops (3) and consultations with local authorities:
- A participatory and inclusive approach of all social strata is necessary for sustainable development on the islands;
- Color prospective policy options;
- Partake in and streamline meetings with the Technical Steering Committee
- Partake in meetings with the whole project team.
- Create the national urban planning and housing policy of the Union of Comoros as well as its action and implementation plan, in line with the objectives of the New Urban Agenda (NUA);
- Simplify the association of the national urban workshop for the presentation and dissemination of the provisional version of the National Urban and Housing Policy.

QUALIFICATIONS
The requirements for Local Expert in urban policy and planning are as follows:
- Masters’s Degree or equivalent in a discipline relevant to the assignment in public policy development and analysis, urban planning, urban policy, engineering, architecture, urban geography, or any other related degree is demanded.
- A bachelor’s degree with an extra two years of qualifying experience may be accepted in lieu of the master’s degree.
- General background: At least 7 years of professional experience in urban policy and strategy development, economics, planning and urban legislation (at least 3 relevant references) is required.
- Professional background in drafting completion reports with at least 3 relevant references in the field of urban policies and strategies is required.
- The advisor must be able to read and write French fluently. A good knowledge of English would be an asset.
