ABOUT NRC
As well as providing humanitarian response and seeking new routes to greater impact, NRC’s Yemen programme has built a strong importance for humanitarian analysis and advocacy and seeks to continue to strengthen both arms of this agenda over the coming years, in partnerships with local and global actors.
TASKS
The duties for Logistics Technical Officer at NRC are:
- Responsible for the timely procurement and delivery of high-quality, cost-efficient outcomes including:
- Coordinate the development of grants procurement plans at AO level.
- Check all the received procurement request ensuring clarity of the required goods or services, accuracy of the coding, and if there is any specific donor requirement.
- Simplify all procurement and tender committee meetings and coordinate with all relevant departments to establish each one.
- Ask, assess, and award/recommend supplier tenders, bids, quotations, and proposals.
- Establish and negotiate contract terms and conditions and maintain supplier relationships following NRC criteria.
- Help in the development of specifications for equipment, materials, and services to be purchased.
- Assure that procured and received goods are readily available to program and support departments according to requirements.
- Corresponding closely with the Finance department to ensure timely payment of suppliers.
- Responsible for installing preferred vendor listing following a competitive bidding process and market surveys, review and update the supplier database sheet.
2. Describing NRC with external parties such supplier, consulting firms and vendors.
3. Install framework agreements to be able to response within the best time for all the required procurement activities.
4. Support pipeline planning and ensure that sufficient warehouse space, handling and transportation resources are available for incoming/outgoing goods.
5. Responsible for AO office support management in line with NRC policy.

QUALIFICATIONS
The requirements for Logistics Technical Officer at NRC are:
- 5 years background working in Logistics and ICT field in a humanitarian context.
- Appropriate tertiary education or equivalent experience
- Prior experience working in complex and volatile contexts.
- Documented results connected to the position’s responsibilities.
- Good understanding of English, both written and spoken.
- Fluency in Arabic, both written and oral.
- Capability to work under pressure.
- Highest criteria of ethics and integrity
- Valid driver’s license
