In Chad, UNDP has been the primary recipient of malaria grants since 2009, which are implemented through the Malaria Control Support Project in Chad (PALAT). Similar to GC6 (the sixth Global Fund funding cycle), UNDP is the Co-PR with the Project Management Unit (PMU) of the Ministry of Public Health and Prevention (MSPP) for the GC7 grant. The latter, which covers the period from January 1, 2025 to December 31, 2027, will be implemented by UNDP until December 31, 2026 in close coordination with national partners including the UGP, the National Malaria Control Program (PNLP), the Pharmaceutical Purchasing Center (CPA) and the Provincial Purchasing Pharmacies (PPA), technical and financial partners including entities of the United Nations system.

As Principal Recipient, UNDP is responsible for the financial and programmatic management of the grant, as well as the procurement of health products. In all areas of PALAT implementation, the Country Office provides capacity building services to relevant institutions, sub-recipients, and implementing partners. PALAT has a Program Management Unit that coordinates the implementation of project activities, ensuring compliance with Global Fund rules and procedures by all sub-recipients participating in the project. 

In order to carry out PALAT activities, the United Nations Development Programme (UNDP) office in Chad is recruiting one (1) Monitoring/Evaluation analyst.

Duties and Responsibilities

The Monitoring/Evaluation Analyst of the Malaria Control project financed by the Global Fund will have the following responsibilities:
1) Provide cross-functional support to the project;
 Participate in the planning of field visits; 
 Set up and manage the project databases;
 Conduct a critical analysis of the data processing system, identify its strengths and weaknesses, and make consequent proposals for improving the management of the project databases (collection, quality control, processing, archiving and dissemination);
 Participate in the organization, planning, preparation and conduct of project evaluations;
 Prepare Monitoring and Evaluation data for reports;
 Maintain a document management system for the progress and results of the project (activity report, study, etc.); 
 Contribute to the definition of indicators, the level of the indicator in the project objective, the unit of measurement of the indicator, the source of evaluation, the calculation methods envisaged and the frequencies;
 Facilitate and participate in communication around the project – extraction of information;
 Contribute to the creation of strategic partnerships and provide support for the mobilization of resources.

2) Strengthen the capacities of beneficiaries;

 Provide technical support to sub-recipients for the implementation of Monitoring and Evaluation plans;
 Develop training modules in Monitoring and Evaluation and support the training of field actors; 
 Provide technical and/or administrative assistance for problem solving;
 Assist the Monitoring and Evaluation section of the PNLP and the PMU in the development of training and capacity building modules at the programmatic and operational level.

3) Ensure the delivery of results within the specified timeframe;

 Coordinate the compilation of regional data and report to the project coordinator;
 Monitor programmatic progress with managers; 
 Ensure the proper achievement of the performance framework objectives and the consistency of the results indicators;
 Establish an external partnership with the Monitoring and Evaluation managers of the sub-recipients;
 Participate and actively contribute to Monitoring and Evaluation meetings at the national level (Task Forces, Monitoring and Evaluation working group);
 Take stock of existing data for each indicator (baseline);
 Contribute to the standardization and harmonization of data collection tools, indicators and related guides; 
 Participate and contribute to the coordination and harmonization of interventions in the field (mapping); 
 Coordinate monitoring/evaluation activities in conjunction with the High National Coordination Council (HCNC) and the Sub-Beneficiaries;
 Ensure the quarterly programming of Global Fund activities by the Management Unit and all sub-recipients; monitor and evaluate their implementation in accordance with the expected results;
 Ensure the collection, processing and analysis of data in relation to the Sub-Recipients;
 Define a system for processing data in accordance with the procedures that have been agreed and produce the necessary information;
 Make the information produced available to the project coordination, in particular ensure the production of project progress reports, in an isolated and cumulative manner in order to indicate the levels of achievement of the expected results;
 Ensure the quarterly programming of Global Fund activities by the Management Unit and all Sub-Recipients;
 Monitor and evaluate the implementation of activities in accordance with the expected results.

4) Facilitate knowledge acquisition and knowledge sharing.

 Assist PNLP officials in developing training and capacity building modules at the programmatic and operational levels;
 Document and disseminate the experience acquired in the country in partnership with national programs; 
 Contribute to knowledge networks and communities of practice on project activities.

The post holder performs other tasks relevant to his functional profile deemed necessary for the proper functioning of the Office and the Organization.

4. Institutional arrangement

Under the direct supervision of the PALAT Coordinator, the Monitoring/Evaluation Analyst for the Global Fund-funded Malaria Control project works closely with the staff of the Global Fund project management team.

Required Skills and Experience

Education:

An advanced university degree (Master’s degree or equivalent) in sociology, management, public health, statistics or a similar field.
Or
A first-level university degree (Bachelor’s degree) in the above-mentioned fields with 2 additional years of experience will be duly considered in lieu of a postgraduate university degree.

Experience:

Minimum of 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant experience in monitoring and evaluation of health programs.

  • Proven experience in ICT (Information and Communication Technology) skills, particularly in the use of databases related to monitoring and evaluation (DHIS2, POWER BI, kobo toolbox etc);
  • Strong experience in health program management, including malaria;

Experience with routine health information systems in Chad.

  • Experience in the design and implementation at national level of monitoring and evaluation training modules;

Experience in developing and implementing studies and evaluations, and ability to support 

  • evaluation activities to ensure they are carried out on time;
  • Previous experience with public health organizations would be an asset;
  • Experience in monitoring the implementation of the mass mosquito net distribution campaign (MDC) and SMC (seasonal malaria chemoprevention) would be an asset;
  • Previous experience with the Global Fund to Fight AIDS, Tuberculosis and Malaria or UNDP is an asset;
  • Good knowledge of the problem of Malaria and solid experience in health program management would be an asset;

Experience in developing reports for health funders. 

Fluency in French is required

Knowledge of English is an asset
