TASKS

The duties for National Fisheries Management Expert are :

• Read and compile appropriate global and regional policies, regulations / guidelines and strategies, including best practices with regards to the fisheries management, considering the Ecosystem Approach to Fisheries (EAF) and the wider Blue Economy vision;
• Check existing national policies, strategies, laws and management plans in Mozambique with emphasis on fisheries, aquaculture, and blue economy, taking into account current social, economic and natural environment challenges, to advise the update of the Fisheries Master Plan
• Read and collect the key United Nations / FAO global, regional and national strategies and plans, including the Sustainable Development Goals, FAO Four Betters, FAO Blue Growth Initiative and Indigenous People, UN Common Country Analysis (UN CCA), UN System Development Country Framework (UNSDCF), FAO Country Program Framework (CPF), and FAO project portfolio in Mozambique, especially on fisheries and environment management, co-management, Small Scale Fisheries and Fisheries Monitoring, Control and Surveillance (MCS);
• Launch an assessment of the implementation of the Fisheries Master Plan II (2010-2019) with regards to research and fisheries administration, including inter alia the level of implementation of scientific data collection and research programs, the design and implementation of fisheries management plans, enforcement of fisheries administration measures, functioning of fisheries management and MCS institutions and co-management structures, based on the existing reports (e.g. sectoral annual reports (BPESOE), Government five years Reports – PQG, mid-term and / or final report of the PDP II) and consultation with key informants in relevant Government agencies, with focus on MIMAIP, community associations, academia, NGOs and other relevant stakeholders;
• Launch a diagnosis of the current status of the fisheries sector in Mozambique, describing and analysing, among others, the policy, institutional and legal framework, status of the stocks, fishing effort (vessels and gears), fisheries and aquaculture data sets, MCS and the fisheries co-management system, highlighting the main challenges and opportunities;
• Help the preparation of a complete FAO Fisheries and Aquaculture Programme, in line with the Government priorities identified in the Fisheries Master Plan, involving the key stakeholders, including Government entities, other UN Institutions, Non-Government Organizations and funding partners;
• Organize a few concept notes, in line with the priorities identified in the Fisheries Master Plan related to fisheries management system;
• Help the preparation of the final report;
• Conduct any other duty as required.

QUALIFICATIONS

The requirements for National Fisheries Management Expert are :

  •  Education in Marine Biology or related major, preferably with an emphasis on fisheries management, co-management, and Ecosystem Approach to Fisheries (EAF);
  •  At least ten (10) years of working background in fisheries management, planning, coastal management, community-based management, small-scale fisheries, preparation or implementation of fisheries management plans and Development of Plans and Strategies or related instruments in Mozambique;
  •  Verbal fluency and proven background in research and report writing in Portuguese and English;
  •  National of Mozambique or a legal citizen in the country.
