ABOUT UNICEF
UNICEF, or the United Nations Children’s Fund, is an agency of the United Nations that donate humanitarian and developmental support to children over the world. It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.
TASKS
The duties for National Individual Consultant at UNICEF are :
- Performing an assessment of national social protection system’s readiness to respond to shocks, including activating emergency cash support.
- Devising a list of legislation and amendments required for the social protection system to be able to scale up cash assistance as part of a national humanitarian response.
- Launching stakeholder analysis and their role in Shock Responsive Social Protection
- Recognizing the Most Relative Regulatory Framework in the area of Shock Responsive Social protection
- Engaging with the recognized stakeholders to obtain needed information and ensure their active participation and contribution for quality assessment output
- Simplify the meetings of international consultant with identified national stakeholders
- Partake in in-depth review of the legal system to explore legislation and amendments required for the social protection system to be able to scale up cash assistance as part of national humanitarian response
- Donate to organizing 3-day Workshop in participation of key stakeholders to undertake joint assessment and validation of findings and suggestions.

QUALIFICATIONS
The requirements for National Individual Consultant at UNICEF are :
- University degree in law
- At least 5 years of professional work background in legislative drafting
- Professional work background in developing legislation concerning child rights is desirable.
- Outstanding knowledge of the national legislation, the Convention on the Rights of the Child and other international instruments on child rights;
- Fluency in Uzbek, Russian, and English; (verified by review of CV/profile and interview).
