UN-Habitat is the United Nations agency for human colonies and sustainable urban development. It was established in 1977 and is mandated by the UN General Assembly to encourage socially and environmentally sustainable towns and cities with the goal of providing sufficient shelter for all. UN-Habitat promotes transformative change in cities and human settlements through understanding, policy advice, technical assistance, and collaborative action. The organization’s mandate emanates from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in IstanbulTurkey, in 1996. UN-Habitat is a member of the United Nations Development Group and has a governance frame made up of three decision-making bodies: the UN-Habitat Assembly, an executive board, and a Committee of Permanent Representatives


The consultant’s mission is to help the Government of Guinea and its partners in the formulation and implementation of tools for the application of a national urban policy integrating the aspects relevant to the reorganization of the metropolitan sector, to land production and management, cadastre, real estate production, building materials, urban and restricted mobility, city-countryside relations, urban governance, capacity building, the debate on urbanization, legal instruments, financing, improvement of precarious housing, multi-stakeholder coordination, the position of women, new global challenges (Agenda 2030 and New Agenda for Cities), COVID-19 and participation and bearable urban development.

In general, the national adviser with the team that he will constitute will have to produce a report on an urban prospective and the choices of political measures. It will produce Guinea’s national urban policy document and its action plan.

  • University degree (at least Master preferred) in a discipline appropriate to the mission (development and analysis of public policies, urban planning, urban policy, urban geography, architecture, engineering, urban governance, policy development and analysis, social science, corresponding field or any other equivalent diploma is demanded.
  • A professional background of a minimum of 7 years in the development of urban policies and strategies, in economics, planning, and urban legislation (have at least 3 relevant references) is required.
  •  English and French are the working languages of the United Nations. For the post advertised, fluency in spoken and written French is demanded . Understanding of English will be an advantage.
