Description Office/Unit/Project 

UNDSS Honduras is the United Nations Security Department, this department is focused on providing support to all AFP as well as advising the Designated Official on security aspects, within the tasks of this Department is to be able to carry out security analysis that allows reporting better a security plan and clear security operating procedures, as well as providing the capabilities required and valued in the SRM.

This position will be responsible for improving data production, multidimensional analysis, use of information in public policy and strategic communication. This work is provided in three main lines of services: strengthening institutional architectures for the management of information on citizen security with a gender and human rights perspective; implementation of new technologies and innovation in processes and services; and strategic communication with knowledge products and prospective analysis for Programmatic implementation.

UNDSS has built on the experience and presence in the region, achieving support and partnership with the main institutions of the State and civil society focused on the prevention and attention of violence and insecurity. Efforts have been articulated with the ministries and institutional technicians in charge of information management in the countries (national police, judicial agencies, public ministries and prosecutors’ offices, forensic medicines, observatories, inter-institutional coordination groups and analysis centers in Security and coexistence ).

Along these lines, support was provided to national and regional knowledge networks, such as the Interinstitutional Technical Commission on Coexistence Statistics and Citizen Security, upon request. This focuses on vulnerable populations by sex, age, territory, and other segregations available in each case, en route to reconstruction in safe conditions, outlining risk factors and vulnerabilities.

The key results of the activities carried out have an impact on the proper development of the missions on the ground, since based on the provision of updated information, optimal movements can be carried out, avoiding routes with inconveniences, as well as carrying out a Constant monitoring by officials allows them to have the exact location of their routes. Operational support to the COS, the Emergency Communications System and the UN Security Training Program is a key element for the objectives of UNDSS-Honduras. Effective management of the LCSSB in accordance with UNDP procedures is important for a security intelligence purpose. The key results impact the accurate and timely implementation of the UNSMS at the country level.

Scope of work 

  • Monitoring and verification of missions.
    • Carry out the respective security verifications in the different areas where missions or trips are planned by System officials, as part of the process for approving Travel Authorizations. 
    • Keep the FSA Chief of Operations – Operations Area informed about the development of the missions carried out and the requirements of the different Agencies of the System in Honduras. 
  • Keep a permanent and updated record of the communications made with the System stations and with other stations that use the communications network. Maintain permanently updated files in your area of ​​competence. 
    • Maintain liaison with the fixed and mobile stations of the United Nations System with the purpose of permanently monitoring and tracking the missions carried out by the Agencies in the country.
  • Carry out initial interventions against incidents that may occur and in which System officials are involved. Immediately communicate urgent events to your immediate supervisor and/or Security Advisor 
  • Carry out the necessary coordination with the Agencies of the United Nations System, security organizations and other relevant entities, to ensure timely support to the Agencies and missions that require it.
  • Perform other technical and/or operational activities assigned by the FSA Chief of COS Coordinated Security Operations and/or the Security Advisor.
    • Assist, collaborate and work jointly on requests made by UNDSS staff in Honduras.
    • Accompany missions to the field, evaluate residences and offices of the SNU in Honduras
    • Effective management of the UN Identification System Database in Honduras, inserting and updating UN personnel information.
    • Perform other technical and/or operational activities assigned by the FSA Chief of COS Coordinated Security Operations and/or the Security Advisor.
    • Print and configure identification cards.
  • Administrative processes 
    • Provides general operational support to the Security Operations Center (SOC).
    • Provides general operational support to the UN Emergency Communications System.
    • Provides operational support to the UNDSS-Honduras training program.
    • Provides general support so that the UNDSS Office can effectively fulfill its function for inter-agency purposes.
    • Maintains effective records of the local security budget and the inter-agency budget in accordance with UNDP financial procedures.
    • Responsible for keeping the physical inventory of the Security Operations Center (SOC) updated
    • Assist, collaborate and work together to meet the requests of UNDSS personnel in Honduras.
    • Performs other operational activities as assigned by the FSA Chief of Operations and/or the Security Advisor.
    • Support in carrying out the purchase and payment processes according to established policies.

Institutional Arrangement 

Under the direct supervision of the FSA Chief of Operations Coordinator of COS – Operations Area and the Security Advisor of the United Nations System.

Minimum Qualifications

Minimum Academic Requirements
  • Secondary Education
  • University Degree (University Baccalaureate) in the administrative area or related areas will be valued, but is not a requirement.
  • Training course on security issues is an advantage.
Minimum Years of Relevant Experience 
  • Minimum 4 years (with Secondary Education) or 1 year (with University Degree) of relevant experience in operational services or support for programs and/or projects.
  • Experience in security issues is an advantage.
  • Experience in the UN System is desirable.
Desired Skills additional to the competencies mentioned in the Competencies section
  • Experience working in international organizations such as the UN is an advantage. 
  • Advanced use of Microsoft Office programs and database management.
