JOB DESCRIPTION
The duties for Partnership and Mobilization Support Officer are:
1. Business growth for volunteer mobilization and placement to support the emergency response (40%)
- Liaise with targeted UN agency WHO in Azerbaijan interested in the WHO Special initiative to ensure an understanding of UNV’s mandate, key offers and the counted value that UN Volunteer assignments bring in support to the achievement of their respective mandates;
- Determine volunteer placement opportunities and present UNV value proposition and volunteer modalities with the objective of maximizing international and national volunteer presence, including collaboration in the preparation of descriptions of assignment, with partner agencies and other partners in Azerbaijan;
- Assure UNV positioning in relevant project/programme solutions, Response planning processes, regional and country response strategic documents, country emergency task forces and assessments to identify opportunities for volunteers and volunteers placement;
2. Advocacy, Partnership building and need generation in the emergency response (30%)
- Keep UNV ROECIS team to develop, strengthen and monitor connections with the UN partners as well as with VSOs, CSOs, NGOs, universities, community organizations and other partners to better respond to the WHO Special Initiative;
- Help the Regional Portfolio to develop and sustain ways of working in countries without UNV Field Units to support volunteer mobilization in Azerbaijan;
- In coordination with UNV Sections, assist the Regional Office in building partnerships with UN organizations including regional commodities and field-based organizations to identify opportunities and promote UNV and volunteer mobilization;
3. Emergency comeback/Special Initiatives coordination at the corporate level (30%)
- In liaison with UNV Sections, back the Regional Manager and Portfolio team in the emergency response and projects/programmes for special industries’ coordination efforts with UNV HQ;
- Formulate and implement UNV emergency response plan in line with HQ and ROECIS priorities;
- Study and propose strategic solutions in the implementation of emergency responses and project/programme special initiatives;

QUALIFICATIONS
The duties for Partnership and Mobilization Support Officer are:
- 15 years of background in – project administration experience (management, planning, staff development and training skills) in emergency / development programs; a senior-level management position in a field-based post; Significant experience in development programs, mainly in emergency, relief operations;
- Strong network of agencies and people active in emergency response capacities;
- Strong background in building partnerships with UN entities, NGOs. · Excellent oral and written skills; excellent drafting, formulation, reporting skills;
- Precision and professionalism in document production and editing;
- Master degree or equivalent in Development programmes, Legal affairs, Volunteer management or other relevant programmes; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.
