Brief details:

The United Nations Development Programme (UNDP) supports countries in building inclusive, transparent, and effective institutions as a foundation for sustainable development and peacebuilding. In Honduras, UNDP has been supporting processes to strengthen democratic governance, with an emphasis on the rule of law, citizen participation, institutional transparency, and accountability.

The national context presents structural challenges in governance, including political polarization, low trust in public institutions, and the State’s limited capacity to respond to social demands. These factors are exacerbated by intense electoral cycles, high levels of violence, and increasing pressure on justice and security systems. In this scenario, UNDP has prioritized technical support for institutional reforms, capacity building for key actors, and the promotion of spaces for participation, citizen security, digital transformation, and other initiatives. 

To ensure the effective, coordinated, and strategic implementation of assigned projects or initiatives in the area of ​​democratic governance, a Project Portfolio Analyst is required to lead the technical, political, and operational process, guaranteeing consistency with national regulatory frameworks, UNDP priorities, and international commitments on democratic governance. This position will be key to facilitating dialogue with government counterparts, civil society, international cooperation agencies, and other relevant stakeholders.

Scope of Work

The Portfolio Analyst for projects in the area of ​​democratic governance will be responsible for the implementation of initiatives with a comprehensive approach. They will also be responsible for the overall monitoring of the programmatic, operational, administrative, and financial execution of the project or initiatives assigned to them.

The candidate selected for this assignment will have the following tasks to complete:

Ensure Project Management and Technical Support 

  • Coordinate the design, planning, and execution of activities in line with the strategic objectives of the project and UNDP. 
  • Interact with internal teams and key partners in the public, private, and financial sectors, ensuring alignment of goals, interrelationships, and objectives. 
  • Develop and monitor detailed work schedules to ensure deliverables are met within the established deadlines. 
  • Conduct context analysis and needs assessment related to the demand approach, economic rationality, and inclusion. 
  • Identify opportunities for improvement and propose innovative solutions for the design and implementation of project activities. 
  • Ensure that the activities and projects presented are aligned with UNDP priorities and project objectives. 

Guiding Monitoring and Evaluation (M&E) 

  • Supervise, design, and implement a monitoring and evaluation strategy to ensure compliance with project activities. 
  • Monitor progress on key performance indicators (KPIs) related to UNDP’s inclusive value chain models. 
  • Oversee the preparation of quarterly and annual reports on project progress, including evidence-based recommendations to improve implementation and highlighting important achievements and milestones in project execution. 
  • Monitor the performance of the duties of some team members. 

Contribute to Administrative and Operational Tasks 

  • Coordinate the scheduling and logistics of meetings, workshops, and events related to the project. 
  • Coordinate and supervise the administrative processes necessary for the development of project activities and the approvals required at Quantum 
  • Ensure the efficient management of daily operations and administrative activities of the project, in line with UNDP policies. 
  • Monitor budget execution and ensure that resources are used transparently and effectively. 

Promote the Mobilization of Alliances and Resources 

  • Identify opportunities for collaboration and funding with key actors (private sector, international organizations, academic sector, civil society, foundations and other donors) aligned with the project objectives and UNDP priorities. 
  • Develop and maintain strategic relationships with partners and counterparts, including the formulation of cooperation agreements and memoranda of understanding that promote the financial sustainability and scope of the project. 
  • Develop proposals and present initiatives to potential allies and donors, supporting requests for support with diagnoses and value analyses focused on the demand approach and inclusion. 
  • Coordinate fundraising and resource acquisition strategies, working jointly with internal UNDP teams and other partners involved in the project. 
  • Monitor and report on the progress of resource mobilisation, ensuring proper documentation and transparency in the management of cooperation funds. 
  • To encourage the participation of different sectors in dialogue tables, workshops and networking events, in order to expand the base of allies and strengthen the cooperation ecosystem around inclusive value chain initiatives and financial inclusion.

Facilitating Knowledge Management 

  • Coordinate the development of knowledge management products, such as case studies, use cases, best practice documents, and publications on project progress. 
  • To promote knowledge transfer among project partners, fostering continuous learning and the exchange of lessons learned. 
  • Coordinate the organization of outreach events and training activities to strengthen capacities in matters related to the project. 

The holder will perform other functions related to their functional profile that are necessary for the efficient implementation of the project and the fulfillment of UNDP objectives.

Institutional Agreement 

The Project Portfolio Analyst will report to and work under the supervision of the Program Specialist. They will ensure teamwork and information sharing among all stakeholders of the assigned project or initiatives, working daily with the project managers and specialists of the three project components to monitor the actions and deliverables outlined in the respective work plans.

Institutional Management 

  • Project management: The ability to plan, organize, prioritize, and control resources, procedures, and protocols to achieve specific objectives 
  • Partnership Management. Develop and maintain partnerships with broad networks of stakeholders, governments, civil society and the private sector, experts and other actors that are in line with UNDP strategy and policies. 
  • Monitoring and Evaluation: Ability to systematically monitor the results of strategies, programs, and activities to verify their effective implementation. Ability to provide managers and key stakeholders with feedback and regular reports on the consistency or discrepancy between planned activities, program management, and achieved results. Ability to independently evaluate the management and results of strategies, programs, and activities, following established criteria and benchmarks, while considering the needs and concerns of current and future clients. Knowledge and understanding of monitoring and evaluation frameworks, concepts, methodologies, systems, processes, and tools. Ability to make independent judgments based on established criteria and benchmarks. Ability to anticipate client needs and concerns.

Minimum Qualifications for a Successful NPSA

Academic Requirements

  •   Advanced university studies (Master’s degree or equivalent) in International Cooperation, Social Sciences, Public Policy, Human Rights or another related field of Social Sciences; is a requirement, or
  • A professional university degree (at the undergraduate level) in Business Administration, Economics, Finance, social science areas or related fields, combined with two additional years of relevant experience, will be favorably considered instead of a master’s degree. 

Years of Experience

  • Minimum two (2) years (with a master’s degree or equivalent) or four (4) years (for people with an undergraduate degree) of experience in project design and management, policy studies and/or related topics. 

Required Skills

  • At least 2 years of experience in strategic planning and project management, including practical experience in mainstreaming the rights-based approach, gender equality and social inclusion.
  • Experience working and building alliances with governments, donors and civil society organizations;
  • Experience in personnel management and teamwork.
  • Experience in using computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet packages and databases.            

Desired Skills

  • Experience in project management with a results-based management approach, and budget execution.
  • Knowledge about mainstreaming the rights-based approach, gender equality and social inclusion in programs and projects;
  • Previous work experience in the United Nations System, especially related to the area of ​​human rights, gender and vulnerable populations.
  • Experience in research and application of good practices related to their work and implementation of new effective ways of doing things.
  • Good knowledge of technology and its application in work assignments.
  • Knowledge of human rights, gender and intercultural approaches and/or underrepresented groups

Required Language(s)  

  • Fluency in the Spanish language is a requirement.
  • Fluency in English is a requirement.

Professional Certificates 

  • Database management for financial control of projects, accounting software, information systems and monitoring.

Travel: UNDP offices in Tegucigalpa, if necessary to travel within the country according to the project requirements
