TASKS
The duties for Programme and M&E Specialist at UNV are :
- Programme and Policy
- Performance of Programme and M&E policies and procedures
- Administration of the Programme, M&E and reporting process
- Facilitation of knowledge building and knowledge sharing on M&E and informing
- Responsibility for planning, preparation, budgeting, reporting, and oversight of thematic, country programme/project evaluations and other types of evaluations performed in the Lac and Hadjer Lamis Provinces by the Sub-Offices in close cooperation with PMSU in CO.
- Advice to the Senior Management in CO to the programme of work for the Sub-Offices, including designation of topics, and projects/programme to be monitored and evaluated.
- Development of M&E and reporting tools and processes, innovative policies that meet the requirements of UNDP in complex conflict situations
- Contact with PMSU in CO, Regional Office and HQ Evaluation Office if demanded, with a view to harmonizing M&E and reporting approaches and agendas.
- Promotion of M&E and reporting standards, quality assurance/control and capacity growth in the Country Office.

QUALIFICATIONS
The requirements for Programme and M&E Specialist at UNV are :
- 3 years of background in development programming, programme coordination or project implementation at the national or international level .
- Minimum 2 years of background on monitoring and evaluation in conflict recovery or development area.
- Working background working with UN is an asset.
- Background in post-conflict environment is a strong advantage.
- Master’s degree or equivalent in a relevant area, e.g. Development Studies, Management, Project Monitoring and Evaluation or related field
- French understanding Level: Working knowledge, Required.
- English understanding Level: Fluent, Required.
