Job Summary

The Program Policy Officer (PSEA/GBV) will lead capacity management of the WFP staff, vendors and partners on Protection from Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH) and Gender Based Violence (GBV), as well as case management of SEA, SH, GBV and other sensitive matters, and support development of WFP internal policies and procedures as required

Duties & Responsibilities

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Develop and implement trainings and capacity assessments for staff, partners and vendors on PSEA, SH and GBV.
  • Receive and monitor complaints of SEA, SH and GBV and assist with follow up as required, and assure confidentiality and data privacy in line with WFP and interagency standards.
  • Work with relevant colleagues to ensure that gender issues, including cases of SEA and GBV, are effectively captured and recorded through WFP’s Compliant Feedback Mechanism (CFM).
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Aid in data collection, compiling lessons learnt and support knowledge sharing on PSEA, SH, and GBV matters.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Represent WFP in relevant interagency fora as required.
  • Other as required.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

EducationAdvanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum One year of postgraduate professional experience focusing specifically on Gender in humanitarian contexts.

LanguageFluency in both oral and written communication in English, Pashto and/or Dari. Fluency in both Dari and Pashto is a strong advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

 

  • Experience leading on capacity building design and implementation across a range of stakeolders on PSEA, GBV and SH.
  • In-depth knowledge of gender-sensitive approaches to humanitarian assistance; understanding of PSEA and other forms of gender-based violence in emergency and other humanitarian settings; understanding of gender components of access relations; and other humanitarian policy issues and its linkages within humanitarian assistance.
  • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
  • Flexibility in accepting work assignments with deadlines.
  • Innovative and self-driven with strong commitment to results focused work.
