JOB DESCRIPTION
Practice and launch
- Hold one or more sessions with the gender audit team proposed by the Ministry of Youth, Culture and Communication to present the methodology, objectives and process of the participatory gender audit in order to obtain their support while ensuring the highest level of commitment towards achieving gender equality in their institution.
- Develop and complete the training program and contents in close coordination with the MJCC and UN Women and propose a training workshop kit including the following elements:
Leading the Gender Audit
Carry out a gender audit of the Ministry of Youth, Culture and Communication with the objective of providing it with key suggestions for gender-sensitive policies, tools, programs/projects, services and practices, including for the rally and sensitization of young people on gender issues, which involves:
- Take stock of the problem of gender equality and gender analysis of the youth sector, through documentary research ( internal policies and regulations, strategies/strategic plans, human resources policies and regulations, organizational and financial procedures, and MJCC research documents, evaluations, programs, services, etc.) and data collectionon the ground in 3 regions (Rabat-Salé-Kénitra, Oriental and Marrakech-Safi) in particular through questionnaires) and participatory workshops. It is important that the participatory gender audit examines current gender concerns/issues and debates both internationally and nationally that affect the specialized areas of the institution being audited.
- Perform interviews, focus groups and workshops with MJCC executives and staff .
- Perform interviews with identified key MJCC partners/stakeholders , and focus groups and/or questionnaires with a selected group of MJCC beneficiaries .
Formulation of the roadmap
Based on the effects of the gender audit, developed in close collaboration with the Ministry of Youth, Culture and Communication, the counselor will develop a detailed roadmap aimed at the institutionalization of gender as well as the strengthening its integration into the programs, budgets and projects of the department.

QUALIFICATIONS
- Master’s degree or equal (Bac +5) in political science, social science, international relations, law, gender or in other fields connected to development and social action.
- Justify at least 10 years’ background in gender mainstreaming in the development, implementation and/or evaluation of public policies and national programs/institutional strategic plans
- Background in carrying out gender sector analyses, gender audits
- Experience in developing and delivering training
- Experience showing knowledge of the youth sector in Morocco and the Moroccan institutional context in the advancement of human rights, and in particular women’s rights
- Have a perfect oral and written knowledge of French and Arabic.
