ABOUT WFP
The World Food Program (WFP) is the top humanitarian agency that provides food aid in dire situations and collaborates with locals to boost nutrition and resilience. The United Nations created it in 1961 to aid in reducing global hunger. 80 nations are home to WFP offices, which have its main headquarters in Rome. The biggest humanitarian organization in the world, it is also the main supplier of school meals. In order to promote nutrition initiatives, policies, and programs, such as school meals and food fortification, WFP collaborates with governments, other UN agencies, NGOs, and the corporate sector.
TASKS
The duties for Roving Regional Port Operations Officer are:
- Manage WFP Western Africa port operations, identify areas of improvement for active ports receiving WFP consignments (break bulk, bulk, and containerized shipments) and put in place proper processes and policies for newly activated ports
- Set up a system for data collection and dissemination on ports / shipping in the region, including but not limited to, gathering as much information on potential transport delays through to destination/port congestion, new infrastructure, processes and policies , new actors, or new services.
- Correspond with WFP Vessel Agents/Port Authorities in the region for prompt berthing and smooth load/discharge operations.
- Be available to aid/assist in functional accidents and unexpected events
- Liaison between ship’s crew and shore resources to assure max efficiency of cargo operation
- Manage that appropriate documents are received and submitted to local Authorities prior to vessel arrival to ensure no delays in cargo clearance and vessel loading/discharging arrangements.
- Liaise with WFP’s cargo superintendent company and/or Vessel’s port representatives previous to vessel appearances to protect WFP interests during vessel operations and to ensure full cargo quantity in good condition is always loaded/ discharged.
- Study and be aware of WFP Superintendence arrangements to ensure adequate measures are in place for item quality control and any immediate actions can be taken to always safeguard the commodities and WFP interest.
- Confirm logistics reporting and monitoring of dispatches and deliveries and quality control, if required.
- Observe the performance of WFP contractors and report on their performances.
- Inform daily to the Head of Logistics and SCOS/SCOL at Headquarters on vessel load/discharge and all relevant related information.
- Report immediately about loss and damages. Documentary support of such damages to be sent to the SCOS and SCOS in the Headquarters. Moderate in cases of damaged cargo and arrange for adequate inspections, sampling, testing and final settlement of disputed cargoes.
- Partake in the growth of further improvements in procedures, documentation, and reporting of the WFP Operation.

QUALIFICATIONS
The requirements for Roving Regional Port Operations Officer are:
- An advanced university degree (Master’s degree comparable, BAC+4/5), recognized by https://www.whed.net/home.php
- OR fulfillment of a Superior certification from a Maritime Institution, preferably in transport economics, with appropriate logistic qualifications or extensive logistics experience in port and shipping operations
- OR a first university degree (Bachelor’s degree equivalent, BAC+3) in the same disciplines with additional years of background.
- At least 5 years of postgraduate professional background in Port and International Shipping Operations.
- Proficiency (level C in reading, writing and speaking) in English and French.
