JOB DESCRIPTION
1. Coordinates and delivers senior leadership in establishing new approaches, evidence-based policies and strategies and capacity-building initiatives for performance across the three levels of the organization.
2. Delivers strategic, technical, and operational support to DGC/DGO toward the effective execution of his/her operations and responsibilities.
3. Supplies senior-level expertise and advice to the Chef de Cabinet and Senior Management in the areas under their duty, including the development and establishment of new strategies and policies for implementation.
4. Handles and develops DGO work plan objectives and ensures priorities are met and on track and advises senior management on growths and progress.
5. Handles the programme delivery and timelines of various programme projects of DGO in accordance with work plans and assures the coordination of periodic reviews of programmatic/technical achievements and progress indicators for reporting activities.
6. Lead, correspond and manage special projects and initiatives commissioned by senior management (DG, DGC/DGO) as needed.
7. Evaluate institutional implications of issues that affect the functioning of DGO and WHO, taking into account and in consultation with appropriate stakeholders, inter alia, risk management, legal and reputational considerations, and make suggestions on possible policies, strategies and other measures to address issues of concern and to advance required objectives.
8. Describe DGO on assigned issues, coordinating, developing and maintaining collaborative relationships and partnerships, including helping as a point of contact for partner institutions/individuals.

QUALIFICATIONS
- Advanced university degree in public health, law, international affairs, business administration /management, or in another appropriate scientific, managing or policy-related domain.
- An extra advanced degree in another relevant scientific, management, or policy-related field associated field.
- A minimum of 15 years of appropriate professional experience, including at least 10 years in international public health, and considerable experience in designing, leading and project-managing multi-phase/multi-stakeholder programmes and projects and formulating institutional strategies and policies in complex environments.
- Background in providing senior-level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in the area of developing and establishing policies and strategies.
- Masterful knowledge of English.
- Medium knowledge of French.
