The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting its partners around the world in the successful implementation of peacebuilding, humanitarian and development projects. Mandated to be a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

UNOPS in Honduras is a Multi-Country Office made up of the countries of Honduras and El Salvador. UNOPS in Honduras with its partners has 8 projects underway in the areas of:

  • Public procurement and technical assistance in the information and communications technology sector Public procurement and technical assistance in the sector of medicines, medical equipment, supplies and medical services for the Health sector.
  • Technical assistance in financing development alliances.


UNOPS has been working in Honduras since 2014. The main operating sectors in the country are specialized in the acquisition of medicines; medical equipment; ambulances and information technology equipment; institutional strengthening and sustainable infrastructure. In addition, UNOPS has provided technical assistance in financing development initiatives for infrastructure investment projects in the country. The Honduras Office is responsible for managing strategic and operational risks associated with the portfolio of engagements, developing and delivering cost-effective services that contribute to sustainable partner results and achievement of UNOPS management results.

In 2021, UNOPS has signed a collaboration agreement with the IHSS for the acquisition of medicines and medical supplies, for which a project execution unit has been formed with managerial, administrative and technical personnel. This position will be inserted in this executing unit, which will also manage the IHSS project portfolio.

The purpose of this project focuses on guaranteeing access to safe, effective medicines and medical supplies at reasonable costs for the beneficiaries of the Honduran Social Security Institute (IHSS), promoting the right to health as the maximum premise of public management in the country and the entities providing health services. Concomitantly, the purpose of the project is the efficient use and management of resources intended for the supply of medicines and medical supplies for the IHSS, based on transparency and sustainability in procurement processes and institutional strengthening for the optimization of chains. of supply of these goods.

 This project will impact increasing trust with the IHSS and other institutions in the health sector in Honduras to find solutions to the different challenges that arise in this issue. At the same time, the main beneficiary is the Honduran population as they have access to free medicines.


The Senior Project Manager is responsible for the day-to-day operations of the projects, providing services to the different donors, partners and beneficiaries. The Senior Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The primary responsibility of the Project Manager is to ensure that Project results are delivered within the project’s specified tolerances in terms of time, cost, quality, scope, risk and benefits. The Project Manager is expected to meet the organization’s performance and delivery objectives.

The Senior Project Manager has the authority to assign, in accordance with the Project Plan, work packages to the Team Leaders and approve the deliverables produced by them. The main functions include

 Education/Experience/Language requirements

Education:

  • Advanced University Degree (Master/PHD) is required preferably in Administration, Finance, Economics, Procurement, Supply Chain, Project Management
  • A first-level university degree (Bachelor Degree) may be accepted with two years of relevant experience in addition to those required.

Certifications:

  • Project Management Certification (PRINCE2, PMI, etc.) desirable
  • Completion of UNOPS project management training within 6 months of starting work is a requirement for this position.

Experience:

  • A minimum of 7 years of progressive experience in project management, including counterpart management and project human and financial resource management.
  • Previous experience working in the management or implementation of similar projects is required.
  • Experience in conducting data analysis, writing reports, and documents both internally and for counterparties.
  • Experience working in multicultural environments.
  • Experience supervising teams.

It would be desirable or valued to contribute:

  • Experience in health area projects is desirable.
  • Relevant UNOPS experience will be an advantage.

Language

  • Spanish language proficiency required 
  • English at an intermediate level is required

 Contract type, level and duration

1. Type of Contract:  IICA – International Individual Contract Agreement

2. Regular Monthly Contract:  This contract is established in the form of a regular monthly contract, that is, a continuous presentation of services is required during the duration of the contract, making the associated payments. to the contract at the end of each calendar month.

3. Contract Level:  IICA 3 

4. Duty Station:  Tegucigalpa, Honduras (Family Duty Station)

5. Contract Duration:  Indefinite, subject to good performance, availability of funds and duration of the project.
