It was originally initiated in 1946 to give emergency food and healthcare to children and mothers in countries devastated by World War II. UNICEF works in over 190 countries and territories to defend the rights of every child, especially those who are vulnerable. Its activities include giving immunizations, disease prevention, and treatment for children and mothers with HIV, as well as strengthening childhood and maternal health. UNICEF relies wholly on voluntary contributions from governments and private donors.

JOB DESCRIPTION

The duties for Supply Chain Specialist at UNICEF are :

1. Organizing and Enforcing a Supply Chain Strategy both at Federal and Provincial level and undertake Systems Strengthening of the Health Sector in Procurement and Supply Chain Management.

  • Evolution of UNICEF Pakistan Supply Systems Strengthening Strategy to support Immunization and Nutrition programs and cost out specific actions to complete the components of the strategy
  • Correspond with the Health, Polio and Nutrition Section and Supply/Logistics unit on providing technical advice on conditions in the monitoring and evaluation of the Supply Chain strengthening related output of the health and nutrition component.
  • Aid with the development and implementation of capacity building plans for nutrition supply chain management including support mechanisms for bottom-up cold chain inventory update

2. Supply technical support to federal and provincial governments to improve systems for supply demand planning/forecasting, procurement and downstream systems hardening to improve both availability and visibility on the last mile, especially in the various provincial context

  • Improve and implement concept on collaborated demand planning/forecasting process – bottom-up approach and provide capacity building at provincial level
  • Describe a strategy in collaboration with UNICEF Programme and government on how to monitor stock pipeline and wastage at the last mile on utilization and quality

3. Work policy engagements, capacity building and knowledge transfer internally and externally to optimize national supply chains connected to vaccines, Health, and nutrition products.

  • Gavi Transition Plan – Pakistan will be joining the accelerated transition phase there is need to support the government in determination fiscal space for transition and develop Institutional Capacity for Procurement and Service Delivery
  • Effective cooperation and partnerships with other donors and implementing partners to improve supply chain efficiency in the country.

QUALIFICATIONS

The requirements for Supply Chain Specialist at UNICEF are :

  • An advanced university degree is demanded in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field, or relevant first-level university degree (Bachelor’s) in conjunction with a valid relevant professional certification is needed.
  • *A first-level university degree (Bachelor’s) in a appropriate technical field (as identified above), in conjunction with seven (7) years of appropriate work experience in supply, logistics, procurement, contracting, administration and/or other directly-related technical field, may be taken in lieu of an advanced university degree.
  • A minimum of five (5) years of appropriate background , at the national and international levels, in supply chain management-related functions, and direct experience in supply chain strengthening activities in the area of Health and Nutrition.
  • Understanding of growth and humanitarian work.
  • Emergency background is an advantage.
  • Health and/or Nutrition supply chain management background is required.
  • Background of working with government and/or international organizations at a senior level with experience of advocating and achieving tangible system advances is an advantage
  • Background in the provision of design and delivery of training
  • Fluency in English and Urdu is demanded. Understanding of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
