Tasks of UN job in Somalia – Programme Associate:

Program strategy & Program Development

  • Provide strategic direction, leadership, and overall technical and management support to the IRC’s resilience programming in Somalia both within the BRCiS Consortium and other resilience funding opportunities, assuring programs meet the short and long-term resilience needs of clients, context-appropriate, build on humanitarian, development and peace coherence and in line with acceptable international standards, Organizational best practices and donor requirements
  • O behalf of IRC, Lead on the continuing business growth initiatives for resilience programming within the BRCiS consortium intended to grow the resilience funding portfolio for BRCiS by leading the technical development of concept notes, proposals, and budgets for both existing and new donors
  • Provide technical quality inputs into IRC’s Strategic Action Plan (SAP) ensuring SAP reflects contextualized approach for resilience programming in Somalia, in close collaboration and coordination with the DDP and other teams leading the IRC’s climate change Action.
  • By closely coordinating with sector technical coordinators (ERD, WASH, Health and Nutrition), provide technical help in developing content analysis for high quality program design processes thorough analysis of existing community needs and priorities and documentation of evidenced-based program learning and best practices.
  • Assure IRC’s resilience programming is informed by application of lessons learned, community-feedback, and adherence to evidence-based approaches and best practices to ensure IRC and BRCiS partners design quality programs that leave positive impact on the lives of clients we serve
  • Assure IRC programming explores and maximizes integration opportunities across sectors to enhance quality programming and address the diverse needs of the clients we serve.

Program Management and Quality

  • Assume the overall responsibility of organizing and overseeing the implementation of the IRC’s work under the BRCiS Consortium Program in Galmudug, Puntland and Southwest states
  • Assure projects and interventions are implemented with quality standards, aligned with BRCiS programming quality benchmarks, informed by IRC’s IMPACT Standards and respond to community needs and priorities.
  • Working closely with the senior resilience manager and sector Technical Coordinators, lead the development of technically sound programmatic work plans and spending plans, reviewing plans regularly and proposing adaptations as needed.
  • Launch regular field visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • Work closely with the BRCiS Consortium Management Unit (CMU) and consortium partners to identify and address performance challenges in a professional manner
  • Provide the Consortium Management Unit (CMU) high-level updates on progress, risks and potential mitigations on regular basis
  • Liaise regularly with IRC field team, grants teams and technical advisors to promote intra-organizational learning and discuss BRCiS strategy implementation in country
  • Assure adaptive approach within program team, ensuring regular review of programmatic data and beneficiary and community feedback, in order to remain responsive to needs, preferences, and changing context.
  • Perform timely review of program delivery against BRCiS project goals, outcomes and outputs as well IRC’s IMPACT Standards.
  • Working closely with the MEAL Coordinator, ensure high quality data is collected, key program lessons are mapped and adequately documented and find possibilities for evaluations and quality improvement
  • Proactively recognize, assess, monitor and implement measures to reduce or control risks that may impact program delivery, quality or compliance

Monitoring & Reporting 

  • Oversee the performance of the MEAL Framework and facilitate course correcting interventions based on emerging findings
  • Assure regular monitoring of work plans and progress of activities on grants, actively participating in Project Cycle Meetings, including Project Design Meetings, Project Opening Meetings, Project Implementation Meetings, Project Learning Meetings, and Grant Closing Meetings. 
  • Assure that adequate M&E systems and practices are in place to allow for data-driven programmatic decision making and reporting.
  • Help development and implementation of accountability feedback mechanisms to ensure responsiveness to client’s needs and aspirations.
  • Aid collection and updating of program dashboard to provide monthly summaries of key program indicators and assessment results for decision making by country and regional management
  • Lead the production of high-quality donor reports to BRCiS CMU as per agreed-upon schedules (monthly, quarterly and/or annually) on grant activities, indicators and achievements, ensuring that all internal and external reporting requirements are met, are of a high quality and are submitted on time.
  • Assure reporting templates are shared in a timely manner with respective staff responsible for developing reports and are supported to generate quality reporting.

Staff Management

  • Handle any direct reports, including consultants, in accordance with IRC HR policies and local law;
  • As needed, lead the recruitment of new programme staff in coordination with the Deputy Director for Programmes, IRC HR team, and HQ technical unit.

Budget Oversight

  • Assure that program resources, including financial, are used effectively and transparently and in order to achieve program objectives
  • Work closely and coordinate with IRC Supply chain, finance and grant teams to ensure timely and compliant program movements and expenditures. Has budget authority to pre-approved limits and responsibility for budget development and compliance under the direction of the DDP.
  • Regularly observe grant expenditures to ensure that spending is on track and to proactively identify and address any expected under/overspend
  • Assure promptly response to all budget holders-related inquiries in collaboration with grants and finance teams
  • Keep consultation meetings with CMU in regard to issues relating budget management

Representation and Advocacy

  • Actively develop and sustain strong working relationships with key stakeholders, including consortium partners, donors, government, and other stakeholders
  • Attend national level strength meetings and other workshops, working groups, and coordination forums as required to ensure close coordination and collaboration
  • Liaise closely with consortium partners to assure that field-level perspectives and operational considerations are taken into account during national discussions on BRCiS program implementation
  • Analyze and illustrate current program data in creative new ways to influence national-level discussions on BRCiS implementation.
  • Sustain open and effective communication amongst the Consortium members, government officials and the donor.

Qualifications of UN job in Somalia – Programme Associate:

  • Master’s degree in social sciences, development studies, public administration, or other relevant field or the equal in professional work
  • Minimum 7 years of applicable experience in management of programs in a developing country or other resource-poor context, including experience in implementing/managing resilience programs
  • At least 3 years of background in a managerial position and demonstrated capacity in project management and budget planning, including the development of spending plans, procurement plans and work plans
  • Demonstrated background in developing proposals for and working with institutional donors, preferably FCDO
  • Outstanding budget planning and management skills, previous experience effectively managing multimillion-dollar grants required
  • Knowledge of and experience with the resilience programming – a distinct advantage
  • Professional multi-tasker with the ability to delegate tasks while still maintaining a high attention to detail
  • Energetic and self-driven with the ability to independently address and overcome challenges
  • Exceptionally patient with a substantial commitment to teamwork and capacity-building
  • Capability to provide technical support and feedback with a high degree of tact and diplomacy
  • Capability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors
  • Substantial communication skills and effective in representation and liaison with external actors
  • Outstanding English speaking/writing skills required.
