Tasks of UN jobs in South Sudan – Information Management Specialist:

1. Data compilation, compilation and analysis

  •  Oversee the development and revision of WASH Cluster Information Management (IM) tools related to the national and subnational levels.
  •  Conduct WASH Cluster discussions, including for data collection quality assurance and clearances prior to dissemination.
  •  Help the process of developing the Humanitarian Needs Overview, define WASH needs and number of people in need.
  •  Simplify the yearly WASH Severity Classification process in consultation with technical experts and partners at subnational levels.
  •  Assure consistency in data collection using data sources, such as the 5W matrix, assessments, and sector data collection.
  •  Help in developing mechanisms to eliminate duplication of service delivery based on existing data and proactively strive for effective methods of acquiring data from the relevant stakeholders to fill information gap.
  •  Aid gap analyses of the cluster in accordance with official data sources, including information dis-aggregated by age, sex and vulnerable groups.

2. Data visualization

  •  Provide precise and concise data visualization products (e.g. maps, dashboards, info-graphics and financial/resource analyses).
  •  Conduct mapping exercises through 5W matrices, needs and gaps analyses, online mapping, and services and infrastructure at national and subnational levels.
  •  Reply to data visualization requests, including delivery of products to support advocacy and resource mobilization efforts.

3. Information exchange and dissemination

  •  Help the development of effective methods and platforms to standardize and share information.
    Develop and maintain catalogs of IM and data products, including maps and assessments.
  •  Cooperate with OCHA and other IM Focal Points in South Sudan on the exchange of information from other sectors to inform WASH Cluster’s response and preparedness decisions.
  •  Provide direction to subnational coordination on the most effective uses of IM to build their capacity on evidence-based decision making, data analysis, advocacy and other cluster core functions relevant with the IM position.
  •  Perform IM/GIS support missions to different subnational coordination platforms
  •  Simplify information flow between the cluster and cluster partner programs by clearly outlining how data is collected, collated and analyzed, and facilitate the identification of information gap gaps geographically and programmatically.
  •  Help the cluster coordination team in organizing and participating in regular cluster coordination meetings aim at information sharing for appropriate coordination between all WASH humanitarian partners. Prepare cluster meeting minutes and circulate the cluster meeting outputs, presentations & minutes. Regularly update and sustain contact list of all WASH cluster partners and working groups.
  •  In consultation with partners, identify what information should be stored on the website and what information should be shared via other means. Conduct regular review of the website and remove old information that are no longer appropriate from the website.

4. Networking and partnership building

  •  Build and maintain close working partnerships with government counterparts and national and international WASH stakeholders in South Sudan through active sharing of information and knowledge to facilitate cluster plans implementation.
  •  Partake in inter-agency meetings/events that relate to IM such as IM working group and Needs Assessment Working group meetings, etc.
  •  Study information on potential donors and prepare resource mobilization materials and briefs for fundraising and partnership development purposes.
  •  UDraft communication and information materials for the cluster programme advocacy to promote awareness, establish partnerships/alliances and support fund raising for child protection programmes.

5. Knowledge administration and capacity building

  •  Recognize, capture, synthesize, and share lessons learned for knowledge development and support cluster efforts to build the capacity of WASH stakeholders.
  •  Partakeas a resource person in capacity building initiatives to enhance the competencies of WASH stakeholders, especially in regard to IM related fields such as data collection and analysis, assessments, surveys, etc.
  •  Help the cluster coordination team and cluster partners in preparedness and contingency planning: consolidation of inputs by partners for the ERP, maintenance/update of the WASH database to ensure quick access to data for analysis, and other IM tools, etc.
  • Help the cluster coordination team and cluster partners in setting up and maintaining a cluster complaint and feedback mechanism based on the inputs/guidance provided and feedback regularly to the cluster partners.

Qualifications of UN jobs in South Sudan – Information Management Specialist:

Education

  • An advanced university degree preferably in a relevant field such as Science, Information Technology and Information Systems, geographic sciences, Data Management or Software Engineering

Experience

  • Minimum of five years of professional work background in Information Management or related field.
  • Background in data collection/visualization/info sharing a plus.
  • Background working within an organization specialized in data collection and analysis is an asset.
  • Background working within a Cluster is an asset.
  • Developing country work background and/or familiarity with emergencies is considered an asset.

Technical Knowledge

  • Strong understanding of computer software preferably MS Access, data analysis, and visualization tools (e.g., Excel, R, Adobe suite, Power BI, ARC-GIS, Web content management)
  • Adequately written and oral presentation skills.
  • Substantial analytical, synthesis and conceptual thinking skills.

Language Requirement

  • Fluency in English is needed. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
