Tasks of UN jobs New York – Investigation Manager:
1. Manage and advise on engagement with donors and other external stakeholders
- Lead OIAI’s engagement with donors and other external stakeholders, including by providing ad-hoc updates on specific cases, handling OIAI’s periodic donor reporting and preparing responses to donor requests for information about investigations processes more broadly, as appropriate.
- Provide technical and advisory direction to senior management, including OIAI’s Director, on oversight-related provisions in agreements with donors and other external partners, and support development of related strategy for managing donor conditionalities.
- Coordinate and upgrade collaboration and effective working relationships with other relevant departments and offices within UNICEF and the UN System in relation to donor reporting and related issues.
2. Policy development and review
- Develop and revise processes, workflows and templates, and contribute to the growth of systems and policies, to contribute to an effective and efficient notification and reporting system.
- Develop principles triggering donor reporting for various categories of allegations and apply those principles to OIAI’s case portfolio.
3. Review of legal agreements
- As required and appropriate, represent OIAI in reviewing, interpreting and advising on relevant oversight-related provisions in financing and legal agreements and in related negotiations involving internal and external stakeholders, in coordination with other relevant UNICEF offices.
4. Quality assurance and reporting
- Prepare periodic and ad hoc reports concerning investigative movements, including specific cases of fraud and sexual exploitation, in response to requests from internal and external stakeholders, and consistent with legal requirements.
- Contribute to preparation of OIAI’s annual report to the Executive Board.
- Provide direction on and oversight of process for reporting of cases in the UN Secretary General’s Reporting Mechanism for sexual exploitation and abuse cases and fulfillment of related reporting obligations.
- Perform quality assurance of data in OIAI’s investigations database for reporting purposes.
4. Other tasks
- Coordinate with appropriate UNICEF offices at headquarters and in country and regional offices regarding the notification process for certain categories of allegations.
- Build capacity of OIAI on donor-related issues, including identification of impacted donor funds.
- Develop and run trainings and presentations for other UNICEF offices regarding the donor notification process.
- As needed, support quality assurance process for investigation reports and other investigative work products and assist with and/or conduct assessments and investigations into allegations of misconduct and wrongdoing.
- Conduct other duties as required.

Qualifications of UN jobs New York – Investigation Manager:
- Advanced university degree (Master’s degree or equivalent) in law, criminal investigation, or related field.
- A minimum of eight years of progressively responsible background in legal activities and/or investigation-related functions is required.
- Management background and experience in an international or multilateral public institution is desirable.
- Previous experience reviewing legal agreements with donors and/or familiarity with donor conditionalities highly desirable.
- Illustrated analytical and strategic skills and sound judgment. Strong attention to detail and commitment to ensuring the integrity of investigations-related data.
- Capability to work collaboratively in a team environment to achieve common goals and provide effective support and guidance.
- Outstanding communication, interpersonal and negotiations skills, including active listening skills and ability to communicate and represent OIAI interests professionally and effectively in interactions with a wide range of stakeholders, including senior stakeholders both within and outside UNICEF.
- Capability to conduct research using electronic tools and databases and internal and external sources.
- Fluency in English is needed. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
