UN vacancies – (M&E) and (KM) Analyst tasks:
Assures effective development and implementation of UNDP’s results-based management, results monitoring, and reporting framework and systems through:
- Development and performance of effective M&E tools, establishment of management targets, and monitoring achievement and reporting of results;
- Active growth and substantive contribution to the implementation of the CO M&E Framework under various platforms;
- Facilitation and coordination of Result Group (RG) planning and reporting processes in collaboration with RCO and portfolio based M&E Officers
- Assuring and overseeing periodical M&E inputs on various online platforms including but not limited to QUANTUM, PSB’s International Development Cooperation Information System (IDCIS), PIMS+, UNINFO for RG5 and RG6, GPN ExpRes for deployment requests etc.
- Coordination and review of projects’/programs’ design, implementation and closure stage QA reports and M&E, risk management and SESP aspects during LPAC preparation;
- Facilitation and coordination of Result Oriented Annual Report (ROAR);
- Cooperation with programme portfolio teams / projects and integrated operations teams on the preparation of reports including, but not limited to, donor reports; plans’ monitoring.
- Help programme and projects with the development of research designs and methodology, establishment, and monitoring of targets and baselines, and development of SMART M&E plans, Theory of Change (ToC) narratives and Results and Resources Framework (RRF);
- Aid program and projects in planning and implementation of effective risk monitoring including the development of risk logs and SESP etc.
- Act as Evaluation Manager or work with evaluation managers as CO M&E focal point in outcome, process and project level evaluations
- Help the ongoing process of work planning and review procedures
- Support and coordinate Outcome level monitoring at the Programme level
- Manage, guide and review project level monitoring outputs including periodical evidence-based RRF monitoring and output verification missions
- Managing, guiding and increasing the capacity of portfolio-based M&E Officers and project/programme staff on M&E related work
Assures provision of top-quality advisory services and facilitation of knowledge building and management through:
- Provide methodological help to program and project units in developing an M&E framework to capture relevant data and measure progress toward desired outcomes during the formulation, approval, and implementation of M&E procedures and instruments.
- Identification and formulation of evaluation findings, lessons learned, and actionable suggestions to be disseminated in learning events and channeled into the decision-making processes to inform programmatic adjustments, policy changes, and resource mobilization.
- Contribution to the performance of Evaluation, Knowledge Management, and Learning Strategies, with a focus on capturing, organizing, and disseminating knowledge, thus fostering a culture of continuous learning and improvement.
- Orient and train CO staff in knowledge and applying corporate and CO M&E policies, tools & methods. Thus, ensuring that staff members are equipped with the necessary knowledge and skills, such as data collection, analysis, reporting, and utilization of findings.
- Cooperation and coordination with UN agencies, Government agencies, NGOs, Academia, and other organizations on monitoring and evaluation issues;
- Present data and analysis clearly for dissemination to partners, such as creating reports, presentations, or visualizations that effectively communicate key findings, trends, and recommendations.
- Launch/delegate regular field visits to ensure compliance and timely execution of planned M&E
- Participation in interagency and donor meetings, if and when needed.
- Work closely with program and project teams in Ankara and field offices and Government officials to ensure that thematic, program, and project monitoring and evaluations are carried out according to schedules and those findings and recommendations are enforced and followed up
Assuring the mainstreaming of gender equality and women’s empowerment into all M&E tools and methods:
- Review quarterly reports, and highlight requirements for reporting on gender equality initiatives, including on women empowerment and the care economy
- Track fund distributions and use the gender marker
- Work closely with the Gender Focal Team on developing and supporting project/program teams implement gender-responsive M&E processes
- Document and intercommunication results, achievements, lessons, and success stories about gender equality
Performs other responsibilities within the functional profile as assigned and deemed necessary for the efficient functioning of the office.

Education:
- Master’s degree or equal in Social Sciences, International Relations, Political Science, Economics, or any related field with two years of relevant experience.
- A first-level university degree in Social Sciences, International Relations, Political Science, Economics, or any connected field with a combination of 4 years of work experience in Project Management and Monitoring & Evaluation may be accepted in lieu of the advanced university degree.
Background, Knowledge, and Skills
- Two years of appropriate experience at the national and international level in international development issues is required.
- Direct background in design, monitoring, and evaluation of M&E systems for development projects, including quantitative and qualitative research design, development of indicators, and establishment of baselines.
- Substantive knowledge of growth issues in general in Türkiye and UNDP’s practice areas is an asset
- Expertise in mainstreaming of gender equality and women’s empowerment in development projects is an asset
- Background in the usage of computers and office software packages (Ms. Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages is required.
- Background in handling web-based management systems and ERP systems, preferably UNDP’s ERP platform (ATLAS/QUANTUM), is required
- Strong interpersonal and communication skills
- Fluency in English and Turkish is needed
