Background
II. ORGANIZATIONAL CONTEXT

UN Women in Mexico, in line with national priorities and international and regional instruments for the protection and defense of women’s human rights, mainly the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW, for its acronym) in English), as well as with the recommendations generated by the bodies in charge of its oversight, works to achieve substantive equality between men and women in all aspects of life, focusing on five priority areas:

  1. Strengthen and implement a comprehensive and dynamic set of global policies and standards on gender equality and the empowerment of women and girls.
  2. Strengthen mechanisms that allow women to lead, participate in and benefit equally from governance systems.
  3. Promote women’s income security, decent work and economic autonomy.
  4. Ensure that all women and girls live a life free from all forms of violence.
  5. Contribute to women and girls actively participating in the sustainable development of peace and resilience, and benefiting equally from humanitarian action and the prevention of natural disasters and conflicts.

 

Reporting to the Country Office Representative, and in close contact with the National Program Officers and the Head of Operations, the Program Management Support Professional will serve as a member of the Representation team, working with and providing support. to the Programs and Operations areas in the development, implementation and monitoring of effective programs consistent with UN Women rules and regulations.

In addition, the Program Management Support Professional will provide support to the Country Office Representative in terms of organizational integrity and coherence, with the objective of guaranteeing: i) effective support systems for the execution and growth of the programs. programs; ii) accountability regarding the values ​​and principles of the organization; and iii) implementation of new tools/methods that facilitate program monitoring and accountability.

To achieve the above, the Program Management Support Professional will provide assistance to the Program, Operations and Monitoring and Evaluation teams, in the coordination and exchange of information between teams and/or with other United Nations agencies. United Nations, including with regard to the incorporation of the different rules and procedures in UN Women programs.

Duties and Responsibilities
III. FUNCTIONS

1. Contribute to the strategic and efficient articulation of the Programs and Operations areas:

  • Link the Programs and Operations areas, facilitating communication between teams; identify bottlenecks in processes, establishing early alerts for the efficient execution of administrative processes.
  • Articulated work with the Programs team to identify early warnings in the implementation of projects and report them to the management team and the Country Office Representative.
  • Support the Country Office Representative and the National Program Officers in the monitoring and analysis of the financial situation of the programs and portfolios to guarantee the proper execution of resources and compliance with agreed objectives and results;
  • Ensure effective information flow, communication and coordination throughout the office, between Program and Operations teams, and with other UN Women offices and units.
  • Provide support in the management and monitoring of the Country Office budget, including monitoring new administrative processes and organizational platforms, such as Quantum, among others.
  • Establish, together with Operations and Programs, the strategies required to comply with the organizational performance indicators and their corresponding report to the UN Women Headquarters and Regional Office.

 

2. Support the strategic decision making of the Representation and provide support in programmatic and administrative activities for organizational efficiency and effectiveness.

  • Participate in the different monitoring mechanisms for programs implemented by the Country Office and propose alternatives to ensure the execution and delivery of results in the agreed times, contributing to the streamlining of operational processes and compliance with UN Women policies and procedures.
  • Ensure compliance with UN Women internal policies in project design and negotiation.
  • Contribute to the collection of information and preparation of progress reports on the implementation of programs.
  • Support the Programs team in preparations for audits and monitor the implementation of audit recommendations.
  • Support the Programs team in updating and monitoring the risk register; identify changes in the external environment and quickly agree on necessary solutions/actions (e.g. related to planning and implementation of activities, need for new activities, etc.).

 

3. Ensure the facilitation of the creation and sharing of knowledge and guidance for all stakeholders on program management with a focus on achieving the following outcomes:

  • Support the systematization of lessons learned and best practices related to program management;
  • Ensure regular exchange of information/experiences/learnings/results between projects and/or with other UN Women Offices and/or with other United Nations Agencies, Funds and Programmes;
  • Identify and disseminate good practices, lessons and knowledge;
  • Contribute to the development and updating of standard operating procedures, guides, checklists, forms related to program and project management and results-based management;
  • Contribute to the design and implementation of results-based project management capacity development tools for Country Office teams and partners.

 

4. Provide support in the implementation of the organizational strategy for engagement with donors and resource mobilization

  • Participate in the design and monitoring of the resource mobilization strategy.
  • Collaborate with Program teams in the preparation of inputs related to resource mobilization and/or linkages with donors.
  • Provide technical and administrative support to the Country Office Representative for the preparation of meetings with partners and donors.

Required Skills and Experience
SAW. Hiring Qualifications

Education

• Bachelor’s degree in International Relations, Law, Political Science or similar.

• Having postgraduate studies in development, human rights, gender or other similar fields will be considered an advantage.

Experience

• Minimum of three years of relevant experience at a national and/or international level in project/program formulation and management.

• Previous experience in projects related to gender equality and/or human rights;

• A project/program management certification would be an added advantage.

Language Requirements

• Fluency in Spanish and English is required.
