Global Corporate Solutions (GCS), which reports to the Managing Director and World Bank Group Chief Administrative Officer, combines the responsibilities of Corporate Security, Corporate Real Estate, and Corporate Services.
The WBG receives services from the Corporate Services (GCSCS) division of GCS in the following categories: Staff Services, including Commuter Services, Child Care, and Fitness Center; Travel and Visa Services; Food and Conference Services; Mail and Shipping Services; The Art Program; Translation and Interpretation; Customer Service; Design and Publications; Printing; and Interactive Media. In addition, GCSCS oversees the administration of the WBG Family Network and the 1818 Society. It also establishes the guidelines and standards for services, and it is in charge of implementing them at WBG headquarters (HQ) in Washington, DC, as well as in the country offices. Around 130 employees and 500 contractors work with GCSCS.

GCSCS is divided into two primary sections in order to fulfill its mission: (i) Travel and Client Services (GCSTC), and (ii) Business Services. (GCSBA). Additionally, GCSCS maintains a support staff for its business units in Chennai, India.
The GCS Staff Services Unit (GCSST), a division of GCSTC, is in charge of managing the Commuter Services and Childcare programs at WBG Headquarters (HQ) in Washington, DC, among other duties. This includes managing the Metrochek program, the bicycle and bikeshare programs, the commuter locker rooms and showers, the inter-building shuttle bus service, the on-demand ground transportation service, the management of the vendor-run on-site childcare center, and the administration of parking in World Bank Group-owned garages. In order to strengthen the sustainability of commuter and childcare center services, GCSST also offers assistance and advise to Bank Group Country Offices. (e.g., through support of electric vehicle charging stations in Bank Group parking garages and encouragement of carpooling, public transport, and bikeshare; plant-based food options at the childcare center, etc.).
In order to support Commuter Services and the Childcare Center at Bank Group headquarters, the Program Officer collaborates closely with the GCSST Senior Program Manager and the contractual suppliers.
Duties of the World Bank Jobs in USA-Program Officer – General Services
• Implements and keeps up-to-date the Commuter Services Directive/Procedure.
• Oversees Commuter Services Customer Service walk-in desk in the Bank’s HQ Main Complex Building (MC C2 level) and parking attendants. Oversees/liaises with Corporate Real Estate on contractual aspects of these vendor supported services.
• Responsible for Commuter Services-related communications, including drafting commuter services-related messages, Kiosk announcements, and so on; monitors and ensures timely responses to queries received through the parking/commuter services email service account; updates and maintains the Commuter Services website.
• In close coordination with Corporate Security, is responsible for ensuring parking garage ID badge programming and related system monitoring and reporting analysis.
• Oversees vehicle parking registrations (car, motorcycle, bike, scooter, etc.) and distribution of registration decals.
• Responsible for ensuring payroll deduction and transactions related to Commuter Services for staff (e.g., parking, locker rentals, etc.) and deposit transactions for non-payroll staff and contractors. Works closely with PeopleSoft counterparts.
• Coordinates outreach to commercial garages as necessary; oversees periodic benchmarking with area commercial garages.
• Oversees commuter locker rooms/showers and administers commuter locker rentals.
• Oversees Metrochek program.
• Oversees inter-building shuttle service and on-demand ground transportation program.
• Oversees Capital Bikeshare program (discount code) and related payment process. Coordinates WBG bike buddy program and liaises with WBG staff bike club and other area bike programs.
• Liaises with area ride-sharing programs and Apps.
• Coordinates with childcare program and other services, including WBG Spring and Annual Meetings Secretariat, for HQ parking garage access.
• Coordinates with Corporate Real Estate/HQ facilities team on custodial services, maintenance issues, and capital improvement projects for Commuter Services.
• Oversees parking garage inspections, emergency response, vehicle movements, etc.
• Oversees Commuter Services eServices request forms, Commuter Dashboard, and on-demand parking request system (online and mobile app), coordinating closely with ITS colleagues.
• Oversees Commuter Services budget, working closely with Resource Management colleagues.
