Background/IRC Summary: The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.

 Job Overview/Summary: The WPE Response Officer will provide case management services to survivors of gender-based violence (GBV) and support in interventions that aim to reduce risks faced by women and girls in Northern Shan State. The WPE Response Officer supervises partner staff to ensure quality program implementation. S/he will also be responsible operating the support call center for GBV survivors. The position requires a personal commitment to advancing women’s issues and working on behalf of women and girls in the community.

Major Responsibilities:

Technical Quality

  • Provide in-person case management services to GBV survivors including referrals to service providers
  • Take shifts to monitor support call center between 8:30am to 8:30pm to provide case management to GBV survivors and remote case management support to WPE partners and other community volunteers
  • Work closely with WPE partner response staff to train, coach and mentor them on case management steps. When supporting GBV survivors, ensure the partner staff work according to GBV guiding principles and survivor-centered approach.
  • Train WPE partners to be able to provide Psychosocial Support to GBV survivors including training them on Psychosocial Assessment.
  • Maintain a confidential case documentation filing system for GBV case management and train partner response staff on confidential case documentation.
  • Support the development of a referral process for GBV survivors, including identification of and advocacy for addressing risks and gaps that exist.
  • Provide supervision and ongoing mentoring to WPE partners in awareness raising activities and psychosocial support activities.
  • Travel to partners’ locations to supervise, co-facilitate and mentor their implementation of activities. Provide remote support to partners when travelling is not possible.
  • Together with Senior WPE Officer, provide capacity building training to partners on GBV response interventions.
  • Regularly gather feedback from the community and partners to improve quality and effectiveness of activities.
  • Promote GBV guiding principles throughout all WPE activities; ensure that the voices of women and girls are represented.

Grant Monitoring & Reporting

  • Prepare and submit regular work plans and activity reports for supervisor review and feedback.
  • Prepare and submit financial documentation as required by IRC policies.

Coordination & Representation

  • Partner with other government actors, other humanitarian agencies, and communities to identify, address and respond to community concerns related to service provision and access to services and to promote the needs of women and girls.
  • Attend meetings on behalf of the WPE program as relevant or requested.

Other

  • Ensure all activities are carried out in accordance with IRC policies and procedures.
  • Other duties as assigned by supervisor to enable and develop IRC programming.

Key Working Relationships:

This position reports to WPE Program Manager. The Response Officer will work closely with WPE staff, and partners. The Response Officer will engage community leaders, partner leaders and staff, and IDP and host community stakeholders in their work.

Minimum Qualifications:

 Education:

  • Bachelor’s degree or equivalent work experience.

Work Experience:

  • Demonstrated working experience with women and girls especially on GBV response and prevention activities.
  • Strong organizational, interpersonal, and communication skills, including the ability to design and facilitate training and workshops

Demonstrated Skills and Competencies:

  • A very strong understanding of WPE concepts, including the root cause of GBV and its harmful effects on individuals and communities
  • A clear knowledge of guiding principles for working with GBV survivors and the GBV case management process
  • Commitment to reducing GBV in the community, empowering women and girls, and providing support to GBV survivors
  • Understanding of local context, sensitivities, and needs regarding GBV issues
  • Good assessment, analytical, planning and reporting skills.
  • Creative and able to adjust programming based on context and evolving needs
  • Self-starter who is motivated to proactively address program gaps and strengthen existing activities
  • Organized with attention to detail

Language Skills:

  • Fluent in Burmese and strong in English Speaking, Listening, Reading and Writing
