About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Description:

Objective of post

Bring support to the Base Logistician focusing on stock management in the base. Provide support on supply when base logistician is delegating tasks. Make sure of proper handover is done when purchaser is needed

 

Mission 1: Fleet Management

The Logistician Assistant will be responsible for:

  • Anticipate the need of vehicles on the base taking into account AAH internal rules regarding security and safety.
  • Support the base logistician and/or lead the process directly for collecting transportation needs of all program departments in order to compile a transportation forecast for each coming month.
  • Collect the weekly movement request forms from all program departments at the end of each week in order to estimate the number of vehicles needed for the coming week.
  • Maintain close communication with rental vehicle supplier to ensure sufficient numbers of vehicles are available on time.
  • Ensure that all rental vehicles are equipped with up-to-date registration license and registration plates, and also inform the supplier if the licenses are getting expired.
  • Organize bi-weekly general check-up of all rental vehicles and make sure the supplier is informed well if repairs are needed.
  • Follow up the maintenance of AAH vehicle regularly; ensure that engine oil, fuel filter and oil filters are changed as needed.
  • Make sure that all vehicles are equipped with tool kits, extra tires, left, wheel spanners, and pulling ropes/cables.
  • Ensure up-to-date first aid kits and its availability in each vehicle travelling to project site locations and make sure kits are returned back upon arrival.

 

Mission 2: Team Management

The Logistician Assistant will be responsible for:

  • Supervise all AAH and rental vehicle’s drivers directly, organize their attendance and leaves including temporary or long-term replacement of rental vehicle drivers.
  • Be aware of the local security situation and provide guidelines to drivers accordingly to ensure the safety of the staff.
  • Prepare and follow-up vehicle logbook for each vehicle and also brief the drivers on “how to fill the log-book?”
  • Prepare and maintain a contact list for all drivers and ensure “Check Calls” when on site trip, regularly when security concern is available And on random base when there is no significant security issue.
  • Identify training needs for drivers and report to Base Logistician.
  • Appraise the work of the team (AAH drivers) directly or support the Base Logistician as required.
  • Organize and lead drivers meetings.
  • Ensure effective communication among the team and find solutions for problems pertaining miscommunication among the team.
  • Ensure all AAH regulations and policies are well applied by drivers and staff “Passengers” and report any misconduct to Base Logistician on timely manner.
  • Make sure that all drivers have official driving license and keeping a copy with them all the time when on duty.

 

Mission 3: Stock Management

The Logistician Assistant will be responsible for:

  • Apply all procedures and instructions of stock management
  • Prepare stock cards for every category of items being stored and ensure regular follow-up.
  • Organize clean and tidy stock, differentiate items from different departments and make sure all items are stored in related stock.
  • Regularly check the temperature, humidity, ventilation and disinfection status of stock (especially medicine stock).
  • Take the lead of receiving items from suppliers, counting, ensuring the quality in coordination with the requesters and signing and/or confirming the DN “Delivery Notes”.
  • Perform close follow-up of SR “Stock Report” with Base Logistician, regularly check the actual amount of items with Stock-Cards and SR and report any problem to the Base Logistician immediately.
  • Keep close communication with all relevant program staff and support them on preparing SROs (Stock Release Orders) by providing updated information from the stock.
  • Make sure that items are released according to SROs to responsible persons on timely manner, also make sure to record everything returned back to the stock properly.
  • Pay regular attention to items especially medicines with expiry date, inform the Base Logistician when items are getting close to expiration date or already expired.
  • Report any shortage, loss, damage and/or other problems/incident to the Base Logistician immediately after discovered.
  • Conduct regular inventory check and update the inventory list.
  • Organize and supervise loading, unloading and piling of all items being stored in the stock.

 

Mission 3: Reporting

The Logistician Assistant will be responsible for:

Help Base Logistician in preparation of monthly rental vehicle usage report.

  • Calculate the numbers and days of rental vehicles used during the month and report to Base Logistician.
  • Check the fuel consumption rate of AAH vehicle and report errors and/or problems.
  • Make sure that all documents related to fleet management & stock management are available, up-to-date and shared with Base Logistician when required.
  • Perform any other task as directed by the Base Logistician or his designee.

Job Requirements:

Skills & education

Experience:

  • One year proven experience in stock keeping and procurement
  • Two years experience in stock/warehouse management is compulsory
  • Working experience in the same position with INGOs are an asset

 

Mandatory skills:

  • Good physical condition, Capable of showing authority, Good organizer, Good observation capacity, quality management, having sense of feeling responsibility and problem solving capacity

 

Knowledge of computer

  • Word & excel essential and outlook preferable

 

Education:

  • Bachelor Degree in Business Administration or Social science
  • Ability to write read and communicate in English, Pashto and Dari.
