Job Descriptions:

Scope of Work

This Position will be responsible for overseeing the successful implementation of the cash distribution project, ensuring that all stages – from household registration to cash distribution cycles, monitoring, and the GRM – are carried out efficiently and in compliance with organizational and donor requirements.

Key Responsibilities

  1. Project Planning & Implementation
    • Develop detailed project plans, timelines, and milestones for household registration, distribution cycles, and monitoring activities.
    • Oversee the beneficiary registration process, ensuring accurate data collection and verification.
    • Manage cash distribution cycles, ensuring timely and secure disbursement to beneficiaries.
    • Coordinate the project’s field operations with local stakeholders and team members.
  2. Monitoring and Reporting
    • Develop and implement a robust Monitoring and Evaluation (M&E) system to track project progress and impact.
    • Ensure continuous monitoring of cash distribution activities, including verification of beneficiaries and evaluation of the project’s effectiveness.
    • Prepare regular progress reports, financial reports, and impact assessments for internal and external stakeholders.
  3. Grievance Redress Mechanism (GRM)
    • Establish and oversee a functional GRM to ensure that beneficiaries’ concerns, complaints, and grievances are addressed promptly and fairly.
    • Document grievances and follow up on resolutions to ensure beneficiary satisfaction.
  4. Team Leadership & Coordination
    • Lead and manage the project team, ensuring clear communication and task delegation.
    • Provide guidance and training to field staff on registration, distribution protocols, monitoring, and the GRM.
    • Collaborate with relevant partners, government authorities, and community leaders to ensure smooth project implementation.
  5. Risk Management
    • Identify and mitigate risks that may affect project delivery, particularly during distribution cycles (e.g., security, logistical challenges).
    • Ensure compliance with donor guidelines and organizational policies regarding cash transfers and beneficiary data security.
  6. Budget & Financial Oversight
    • Ensure effective financial management of the project, including budget tracking and ensuring that all expenditures align with the project budget.
    • Work closely with the finance team to ensure timely and accurate disbursement of funds.

Job Requirements:

Qualifications and Experience

  • Education:
    Bachelor’s degree in project management, business administration, international development, social sciences, or related fields. Master’s degree is preferred.
  • Experience:
    • At least 5 years of experience in managing humanitarian or development projects, with a specific focus on cash transfer programs or similar assistance projects.
    • Proven experience in leading project teams and managing multi-phase projects (e.g., registration, distribution, monitoring).
    • Strong knowledge of Monitoring and Evaluation (M&E) frameworks and GRM systems.
    • Experience working in conflict or post-conflict environments, particularly in Afghanistan, is an asset.
  • Skills & Competencies:
    • Strong leadership and team management skills with the ability to motivate and guide diverse teams.
    • Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
    • Strong analytical and problem-solving abilities, particularly in handling operational and logistical challenges.
    • Excellent communication skills, both written and verbal, with the ability to engage with a variety of stakeholders.
    • Fluency in English, Dari, and/or Pashto is required.
      • Proficiency in Microsoft Office applications, including Excel, Word, and project management tools.
    • Desirable:
    • Experience in implementing cash transfer projects in humanitarian settings.
    • Knowledge of donor compliance requirements and financial management.
    • Familiarity with gender-sensitive programming.
