About Afghanistan Rehabilitation & Development Program:

Afghanistan Rehabilitation and Development Program (ARDP) is an Afghan non-governmental, non-political and non-profit humanitarian organization dedicated to fostering positive social and economic changes in Afghanistan. established in 2005 and registered with the Government of Afghanistan, under the supervision of the Ministry of Economy (MoEc) with a mission to contributes in developing and self-sustaining Afghan society through engagement in Health, Education and Agriculture.

Since 2005, ARDP has been actively involved in implementing over 80 projects, collaborating with reputable organizations and foreign donor agencies.

ARDP has formed strategic partnership with esteemed organizations such as UNHCR, UNDP, FAO, UNOCHA, NAC, WHO, UNDCP, Canada Help for Afghanistan, CRCA, Relief International, ECHOHEMAL, Habitat, UNICEF, IMC, Gorraff Austria, and other foreign donor agencies.

Job Description:

  • Provide day to day oversight and support towards implementation, monitoring and supervision of community mobilization activities across implementation and communities, in collaboration with project partners, government and community stakeholders against intended objectives, targets, and timelines.
  • Contribute to the carrying out of formative research, baseline assessments, and community mapping, including development of evaluation protocols, tools, training, data collection.
  • Support the development of an evidence-informed ARDP strategy, approaches and activities to influence shifts in community norms, attitudes and behaviors in support of learning by households and communities, in close coordination with other technical team;
  • Contribute to development of detailed implementation plans, work plans and budgets for partners
  • Facilitate and maintain relationship with community leaders, community members and structures such as ARDP core groups and community focal persons;
  • Coordinate recruitment of community volunteers and facilitators in consultation with community leaders and
  • Prepare required periodic report for ARDP and community mobilization activities.
  • Highly skilled in communication and coordination is required
  • Facilitate the coordinate all related matter to ARDP, DFA and community to make sure all activities are caried out smooth and in accordance to project scope
  • Any pertinent tasks assigned by the line manager in alignment with the objectives and scope of work defined in this Terms of Reference

Capacity Strengthening:

  • Undertake field visits to partners and facilitators to oversee implementation, including provision of on-site feedback and supportive supervision on required improvements, and generate field visit reports with timely and appropriate follow-up on action points.
  • Lead training of community volunteers and other relevant community partners, and ongoing capacity strengthening through mentoring and supportive supervision and encourage the development of peer networks and learning opportunities, including through review meetings.

Partner Management:

  • Under the supervision of Manager and/or Field Manager, liaise and maintain relationships with ARDP communication partner, with whom the organization has joint ambition/plans/teaming agreement on the ARDP and communication components for PLANE;
  • supported ARDP activities are appropriately delivered, and report on progress monthly.

Representation & Advocacy & Organizational Learning:

  • Support ARDP’s performance is wellcoordinated with other and the Government’s efforts and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups within the project supported communities, ARDP at the State level;
  • In cooperation with advocacy and education team, ensure community-based and social accountability initiatives are linked with policy influencing;
  • Contribute to communications and media work as required through collection of data and information and sharing with the team leads;
  • In cooperation with the MEAL Team, support data quality assessments and support community volunteers to effectively document and report community mobilization activities using appropriate tools.
  • Support documentation and dissemination of program results, including success stories and case studies in close coordination Knowledge Management and Media and Comms team;
  • Support in sharing the PLANE experience and learning at stakeholder meetings, workshops, donors and other engagements as appropriate

Job Requirements:

  • Minimum 14th grade and BA in any field is desirable.
  • Minimum 2-year experience in relevant field.
  • Having strong community mobilization skills.
  • Preferred working experience in implementing school construction projects.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
