Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Description:

  • Organization of administrative affairs clinic.
  • Appropriate treatment of patients, especially women and children.
  •  If there is a cash recovery cassette, control and organize cash.
  • Organize and share monthly employment reports from clinic staff to the provincial office.
  • Manage and control personnel attendance and submit employee attendance reports to the provincial office at the end of each month.
  • Controlling and tracking all types of employee leave and reporting it to the provincial office’s human resources in a timely manner.
  • Organize all clinic files by date so that they can be easily accessed if necessary.
  • Performing additional duties (related to health center services) is requested by the relevant supervisor.

Specific duties:

  • Daily control of personnel attendance according to daily time allocation.
  • Preparing and organizing the attendance report (time sheet) of health center employees and sending it to the provincial office at the end of each month
  • Arrange the balance of leave of health center staff and send it to the provincial office at the end of each month
  • Ensuring the existence of personnel files for health center employees according to the checklist
  • Checking, controlling and reviewing the attendance of health center employees on a daily basis and reporting them to the central office on time
  • Updating the inventory of health centers
  • Reporting monthly work reports in a correct and legal manner to the administrative officer of the provincial office, such as attendance control and cash management.
  • Controlling health facilities and providing documents correctly.
  • Manage the existing stock of logistics with health facilities in a regular system.
  • Providing weekly and monthly employee work hours for further management
  • Good treatment and appropriate behavior towards clinic staff and clients, respect for people’s culture and traditions, and respect for sacred places.
  • Organizing and implementing new development programs to improve the quality of services at the health center.
  • Being committed to duty and complying with the rules set by the office and relevant authorities.
  • Carrying out minor repairs in the maintenance department, such as replacing or repairing door handles, locks, glass, rusting some parts of the wall, etc., in coordination with the administrative and maintenance officer of the provincial office.
  • Responsible for the procurement and distribution of food, stationery, and logistics materials to clinic staff.
  • Responsible for supervising the use of the ambulance, maintenance, repair, and consumption of ambulance fuel and lubricants.
  • Responsible for supervising the work of the cleaners, and for maintaining and participating in the cleaning and disinfection of necessary places.
  • Responsible for supervising the burning and disposal of waste in accordance with the instructions of medical personnel and compliance with infection prevention standards.
  • Knowing and complying with the institution’s administrative and human resources laws and policies.
  • Preparing and submitting monthly administrative reports (attendance, timesheet, duty list, duty execution report, leave form) to the provincial office on the specified date.
  • Actively participate in the implementation of new quality improvement standards.
  • Performing other responsibilities as assigned by relevant superiors.

Job Requirements:

  • Having a degree in administration and management (Bachelor’s degree in economics is preferred)
  • At least one year of work experience in administrative, financial or human resources departments
  • Having the necessary skills in mathematics
  • Having appropriate communication and understanding skills
  • Having conflict resolution skills
  • Having the skills to use Office programs, the Internet, etc., essential computer programs.
  • Having teamwork skills
