JOB SUMMARY

CARE seeks a dynamic and experienced Operational Risk and Access Advisor (ORAA) to lead our Safety and Security Unit (SSU) in Sudan. This pivotal role will oversee the implementation of strategies to ensure safe program delivery, maintain operational access, and reduce risks to staff across CARE’s operational areas. The ORAA will report directly to the Country Director and work closely with the Senior Leadership Team and the Deputy Regional Security Manager.

KEY RESPONSIBILITIES:

Management of Safety and Security Unit (SSU):

Lead and manage daily operations of the SSU, including supervision of the Safety and Security Manager and field-based staff.
Develop, review, and implement the Country Office Security Risk Management Plan, Standard Operating Procedures (SOPs), and budget.
Coordinate across departments to integrate risk management into daily and long-term operations.
Analysis, Planning, and Preparation:

Collaborate with the Information and Analysis team to produce analysis products, including briefing notes and scenario reports.
Prepare strategic oversight activity plans and detailed operational plans for the SSU, including capacity development and security training.
Conduct and communicate risk assessments for operational locations and projects.
Procedures and Protocols:

Implement and maintain risk management procedures in alignment with CARE’s standards.
Ensure effective communication equipment and protocols are in place, and staff are trained accordingly.
Develop and enforce physical access control protocols for all CARE facilities.
Incident and Crisis Management:

Lead security risk management during crisis situations and ensure that crisis management plans are current and effective.
Maintain relationships with external partners to facilitate quick responses during critical incidents.
Advise, Report, Networking, and Coordination:

Prepare monthly situational reports and advise the Country Director and Senior Leadership Team on risk management and safety issues.
Build and maintain a strong network with key stakeholders and peer groups to ensure access to program areas.
Capacity Building:

Assess and address safety and security training needs for staff.
Facilitate training sessions, including Staff Readiness Training (SRT) and crisis management.
Mentor SSU team members and local security staff to enhance their capabilities.
Other Responsibilities:

Promote cross-regional collaboration and best practices within CARE’s network.
Undertake additional tasks as assigned by the Country Director or regional office.
QUALIFICATIONS:

University degree in Security Management, Political Science, International Relations, Law, or a related field.
Minimum 5 years of experience in humanitarian safety, security, and risk management in high-risk contexts.
Proficiency in basic computer applications (Word, Excel, PowerPoint).
Excellent communication and writing skills in English; Arabic language skills are a plus.
Proven leadership and management abilities.
Strong analytical and strategic planning skills.
Ability to communicate complex risk management issues effectively.
Experience in developing and delivering security training programs
