The position is based in the Eastern Africa Division of DPPA-DPO. The incumbent will serve as Public Information Officer and Spokesperson for the Personal Envoy of the Secretary-General (PESG) for Sudan. The Personal Envoy leads good offices and political engagement with Sudanese, regional and international stakeholders to enhance efforts to end the Sudan conflict and relaunch a credible political process, aiming for greater coherence, coordination and integration of the various mediation initiatives. The Public Information Officer/Spokesperson will report to the Head of Office. The position is based in Addis Ababa.
Responsibilities
Within delegated authority, the Public Information Officer/Spokesperson may be responsible for the following duties: • Manages all aspects of media relations for the PESG and the Office; serves as a spokesperson/principal liaison to media organizations, including giving briefings, interviews, and organizing media coverage for the Envoy. • Conceptualizes, develops, updates and executes a media strategy and work plan, including utilizing digital and multimedia platforms as part of the strategy; advises the PESG and senior leadership on media strategy and approach. • Where appropriate, works with other UN entities, including through communications groups, to develop ways to implement campaigns system-wide and to incorporate the common key messages and themes into all relevant events and products. • Provides advice, support, and expertise to Office staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues; supports senior management through travel as required. • Maintains relations with media organizations and supports organization of media events in support of the PESG’s good offices work. • Develops strategic partnerships with key constituencies to elicit support for and maximize impact of the PESG’s work. • Prepares or oversees preparation of a diverse range of information communications products in support of relevant initiatives; drafts and issues press statements and press releases as necessary. • Drafts material for web and social media. • Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN and the PESG. • Represents the office in meetings and conferences; fulfils speaking engagements, makes presentations to groups on UN activities and advocates for issues of concern. • Builds information networks; plans and oversees maintenance of publicly accessible information materials; plans and develops outreach activities. • Assists in the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, monitoring and evaluating results. • Performs other duties as required.

Education
Advanced university Degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration or related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in public information, journalism, international relations, or related area is required. A minimum of two years of field experience in a UN peace operation or a similar international organization is required. Experience working as a Spokesperson is required. Experience monitoring and developing content for social media is required. At least three years of experience developing and implementing communication strategies is required. Experience working in support of good offices or mediation efforts is desirable. Experience working in the Horn of Africa is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English and Arabic (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
