About International Assistance Mission (IAM):

The International Assistance Mission (IAM) is an International Non-Government Organization registered in Switzerland (registration #CH-660-1239000-6) and Afghanistan (registration #001). IAM is one of the oldest NGOs in Afghanistan.

IAM established the NOOR (National Organization for Ophthalmic Rehabilitation) Eye Care Programme in 1966 with the goal of providing high quality and affordable access to eye care to the people of Afghanistan.

Purpose of the organization

The International Assistance Mission (IAM) is serving the people of Afghanistan through capacity building in the sectors of Health and Economical Development.

NOOR Eye Care Training Centre is a project of IAM which provides affordable eye care service and training of eye care professional for the people of Afghanistan.

Job description

Leadership and Strategic Support to the projects and office HR department (10%):

  • Support the NOOR programmatic HR Manager and/or Officer in implementing HR projects and plans.

Compensation & Benefits (15%):

  • Assist in administering employee benefits programs and other compensation plans.
  • Assist with payroll preparation by incorporating relevant data such as attendance, leaves, and other earnings or deductions in the monthly payroll of staff.
  • Collaborate with the finance department to ensure timely and accurate payroll processing.

Training and Learning Plan (10%):

  • Assist the Project Manager, TOP, and HR Management in facilitating staff training and development within the region/program, including identifying training needs and training evaluations.
  • Coordinate training programs, and workshops within the region/program.
  • Maintain records of training and development activities and track mandatory training compliance.

Policy Facilitation (10%):

    • Ensure that all employees in the regional office/program, are aware of and have access to either hard or soft copies of HR policies
  • Assist the HR team with improving HR practices and policies in the region/program.

Talent Acquisition and Performance Management (20%):

  • Assist with the recruitment process, including developing job descriptions, communicating job openings with the Project Manager and HR Manager, screening resumes, scheduling interviews and written tests, and coordinating with candidates.
  • Prepare all staff employment contracts and ensure that they remain compliant with the relevant employment agreement and IAM policies.
  • Support the onboarding process for new hires, including ID card preparation, fingerprint registration, preparing induction and orientation materials, and conducting orientation sessions.
  • Assist with the administration of performance appraisals, including coordinating appraisal schedules and compiling performance data.
  • Keep track of the probationary period timelines for all new employees and ensure reviews are conducted on time.
  • Support managers in documenting performance feedback and development plans.

HR Administrative Support and Records Management (20%):

    • Process, verify, and maintain up-to-date employee records, personnel documentation, including records related to recruitment, training, grievances, performance evaluations, job classifications, and employee leave of absence.
  • Scan and organize HR and personnel files systematically in both digital and physical formats.
  • Assist the HR department in the process of data analysis when needed.
  • Provide general administrative support to the HR department, such as managing correspondence, preparing reports, and maintaining HR databases and systems.
  • Monitor and maintain attendance reports, timesheets and leave forms, ensuring accurate records of attendance, leave reports and overtime.
  • Assist with government or donor audits by retrieving and collating necessary information from employee files.
  • Support incident reporting and follow-up on workplace injuries or safety concerns.
  • Ensure confidentiality of employee information and adhere to data protection regulations.

Employee Offboarding Process (10%):

  • Ensure all necessary paperwork, such as resignation letters, exit forms, clearance forms, and exit interview are completed.
  • Assist in calculating and processing the employee’s final pay, including any outstanding salaries, benefits, severance and leave balances.
  • Maintain employee records to reflect their reason for departure and exit interview feedback.

Additional Responsibilities (5%):

  • Perform any other duties as assigned by the line manager.

Job Requirements:

  • Bachelor’s degree in economics, business administration, or a related field with at least 2 years of experience in HR.
  • Alternatively, a diploma in General Management with 3 or more years of experience in HR or a related field, preferably in NGOs.
  • High proficiency in Microsoft Office (Outlook, Excel, PowerPoint, Word)
  • Fluency in local languages, particularly Pashto.
  • Proficiency in English is an advantage.
  • Understanding and passion for IAM core values and approach essential.
